The experience gathered during the floods of recent years has revealed shortcomings in the handling of flood risks. The safety policies applied in flood protection at present are not (yet) based on a comprehensive system that would permit (a) reducing the flood risk to an acceptable level through optimal selection of protective measures and (b) improving the understanding of residual risks so as to find the best possible strategy for dealing with situations where protection systems are overstrained or even fail (Merz, 2006). The basis for such a comprehensive system would be flood-risk assessment as well as implementation of the EU Floods Directive. This article describes studies aiming at finding methods of assessing flood risks with allowance being made for different spatial scales, basic data and scenarios. It attempts to present the main merits and shortcomings specific to the implementation in Austria.
