La presente investigación tiene como objeto principal, el desarrollo de un indicador de sustentabilidad ambiental para estimar la huella ecológica causada por el desarrollo de actividades turísticas, en el Páramo Guantiva - la Rusia sector Pan de Azúcar en el municipio de Duitama (Boyacá, Colombia)”. Fundamentado en desarrollar una herramienta de evaluación que permita entender los impactos positivos y negativos que recaen sobre un sitio turístico y conocer a que tipo de sustentabilidad se aporta con el desarrollo de estas actividades en áreas de páramo, según la valoración propuesta por (Gallopín,2003), de los tipos de sostenibilidad, “sostenibilidad fuerte, débil y muy débil”, se establecen los rangos de evaluación de HET, para proponer estrategias de protección y desarrollo, que establezcan cuáles son las intervenciones permisibles, hasta dónde y cuánto es posible dejar que el turismo alternativo o ecoturismo ocurra en dichos ecosistemas, teniendo en cuenta, que los ecosistemas de páramo por su condición de protección, no cuenta con muchas oportunidades de desarrollo económico para la población de estas zonas. Para lo cual, se proponen las siguientes tres metas; identificar y jerarquizar metodologías en la estimación de la huella ecológica en actividades turísticas en ecosistemas de alta montaña a nivel mundial, a través de una revisión sistemática de literatura. Posteriormente, la formulación de un indicador para estimar la huella ecológica por actividades turísticas en ecosistemas de páramo. Finalmente, la aplicación del indicador al estudio de caso específico. Encontrando que este tipo de proyectos turísticos visibilizan la zona, fortalecen el reconocimiento del territorio y dan oportunidad de desarrollo económico a municipios pequeños, sin embargo, el desarrollo de estas actividades económicas, en el páramo Pan de azúcar aporta al tipo de desarrollo sostenible muy débil, ya que se promueve la sustitución del capital natural de la zona y no se compensa con la generación de bienestar social y desarrollo económico de la zona. Ocasionando daños irreversibles al ecosistema y comprometiendo la disponibilidad del capital natural a generaciones futuras, principalmente afectando la función estratégica del ecosistema de páramo como regulador hídrico.

Based on developing an evaluation tool that allows understanding the positive and negative impacts that fall on a tourist site and knowing what type of sustainability is contributed with the development of these activities in moorland areas, according to the assessment proposed by (Gallopín, 2003 ), of the types of sustainability, "strong, weak and very weak sustainability", the HET evaluation ranges are established, to propose protection and development strategies, which establish what are the permissible interventions, to what extent and how much it is possible to leave that alternative tourism or ecotourism occurs in these ecosystems, taking into account that the páramo ecosystems, due to their protection status, do not have many opportunities for economic development for the population of these areas. For which, the following three goals are proposed; identify and prioritize methodologies for estimating the ecological footprint in tourism activities in high mountain ecosystems worldwide, through a systematic literature review. Subsequently, the formulation of an indicator to estimate the ecological footprint of tourist activities in páramo ecosystems. Finally, the application of the indicator to the specific case study.
