Mercado de derechos de agua para uso agrícola en el noroeste de México | Water rights market for agricultural use in northwest Mexico

"El estado de Baja California sur, es una zona árida y la provisión de agua para la agricultura y demás usos, se sustenta en acuíferos subterráneos. La legislación en materia de agua se ha modificado acorde al problema evidente del crecimiento en el consumo, especialmente para uso agrícola, incluyendo la figura de mercados de derechos de agua. El objetivo de este trabajo, es buscar mecanismos de mercado que legalicen las transacciones de agua entre usuarios agrícolas, proponer la implementación de un mercado de derechos de agua, que promueva a través de precios de mercado, el uso eficiente de los intercambios de recurso. Se realizó en este estudio un análisis de varianzas entre los precios promedio de bloques de cultivos propuestos por la SAGARPA, y el método de variables que definen el mercado del agua y sus alternativas políticas. Se diseñó una encuesta bajo tres modalidades: (i) variables que definen los mercados de agua, (ii) variables ambientales y (iii) variables socioeconómicas. Se estudiaron siete variables y nueve alternativas. De los resultados encontrados en el análisis de varianzas, con una F= 2.5026 y una Pvalue de 0.7960, se encontró que no existen diferencias significativas entre las disposiciones a pagar por sobrantes o excedentes de agua entre ciclos agrícolas. En conclusión, los resultados indican que existe un potencial para la implementación de un mercado del agua."

"Baja California Sur is an arid area and, the provision of water for agriculture and other uses is based on underground aquifers. Water legislation has been modified according to the obvious problem of growth in consumption, especially for agricultural use, including the figure of water rights markets. The aim of this paper is to seek market mechanisms to legalize transactions between the agricultural users of water, proposing the implementation of a water rights market, promoting through market prices the efficient use of resource exchanges. An analysis of variance between the average prices of crops blocks proposed by SAGARPA, and the method of variables that define the water market and policy alternatives was made during this study. A survey was designed in three ways:(i) variables that define water markets; (ii) environmental variables; and (iii) socioeconomic variables. Seven variables and nine alternatives were studied. From the results in the analysis of variance with F= 2.5026 and a p-value of 0.7960 it was found that, there were no significant differences between the provisions to pay for excess or surplus of water between agricultural cycles. In conclusion, the results indicated a potential for implementing a water market."
