Cuestiones bioéticas relacionadas con el principio de utilidad en el consumo residencial de agua potable en Colombia | Bioethical issues related to the principle of utility in the residential consumption of drinking water in Colombia

Este artículo forma parte de la investigación sobre cuestiones bioéticas relacionadas con el consumo residencial de agua potable en Colombia. Mediante el uso del método hermenéutico y metodología cuantitativa, se analizan evidencias en el seguimiento de la política tarifaria desde las etapas regulatorias implementadas entre 1994 y 2021, que han generado incrementos en la cobertura y calidad del servicio, en un bien de interés público con alta interferencia de intereses políticos. Así, desde la doctrina ética del utilitarismo y su principio de utilidad versus la teoría económica, se ha buscado develar las cuestiones bioéticas asociadas al consumo residencial de agua potable estipulada en la política tarifaria, obteniendo entre otros resultados que: las empresas encargadas del suministro de agua potable operan de manera ineficiente; las políticas tarifarias son regresivas con impacto social negativo; alta dependencia de la gestión política del servicio, afectando los criterios de libertad en la toma de decisiones; y la gestión y las políticas del agua deben basarse en una perspectiva bioética.

This article is part of the research on bioethical issues related to residential consumption of drinking water in Colombia. Through the use of the hermeneutic method and quantitative methodology, evidence is analyzed in the follow-up of the tariff policy from the regulatory stages implemented between 1994 and 2021, which have generated increases in the coverage and quality of the service, in a good of public interest with high interference of political interests. Thus, from the ethical doctrine of utilitarianism and its principle of utility versus economic theory, we have sought to unveil the bioethical issues associated with residential consumption of drinking water stipulated in the tariff policy, obtaining among other results that: the companies in charge of drinking water supply operate inefficiently; tariff policies are regressive with negative social impact; high dependence on the political management of the service, affecting the criteria of freedom in decision-making; and water management and policies should be based on a bioethical perspective.
