Formulación del programa de uso eficiente y ahorro de agua para el sistema de acueducto del municipio de Puerto Tejada (Cauca)

Colombia es un país con una importante oferta de agua dulce, considerada en el mundo como un recurso escaso y por lo tanto, su uso debe ser racional, eficiente y basado en el ahorro, teniendo en cuenta que la oferta de agua en el país está cada vez más amenazada y los problemas de escasez incrementan, siendo de suma importancia el uso eficiente y ahorro del agua. En el presente trabajo se presenta la formulación de un Programa de Uso Eficiente y Ahorro de Agua (PUEAA) para el municipio de Puerto Tejada (Cauca), basado en información suministrada por la empresa prestadora de servicio público AFROCUACUANA DE AGUAS S.A.S E.S.P, Alcaldía municipal, Corporación Autónoma Regional del Cauca (CRC), anterior empresa prestadora del servicio público de agua y alcantarillado OPSA S.A.S y entrevistas realizadas a operarios del acueducto. Se tuvo en cuenta la normativa colombiana vigente y las necesidades de la comunidad que demanda el servicio; con el fin de lograr que se le dé un mejor manejo al recurso hídrico, desde la empresa prestadora de servicios, industrias, comunidad y demás actores involucrados, identificando así puntos de mejora y proponiendo acciones viables para la plena ejecución del mismo. Para que el PUEAA permita un adecuado manejo del recurso hídrico para el municipio de Puerto Tejada, se realizaron las etapas que plantea el MADS (Guia para el uso eficiente y ahorro del agua , 2018) y que permitieron proporcionar información necesaria del contexto de los agentes para el desarrollo del trabajo. Dentro de esas etapas se encuentra el diagnóstico del funcionamiento del sistema acueducto, a partir de este se identificaron puntos de mejora, fugas, problemáticas en el tren de tratamiento, entre otros factores importantes. Posteriormente se procedió a la etapa de planteamiento de acciones viables para mejorar el UEAA en el sistema de acueducto en donde se proponen mejoras a los componentes actuales del acueducto y se identifican otros componentes que deberían ser incluidos para alcanzar las metas establecidas en la normativa vigente para calidad de agua. Como última etapa se definen estrategias para el control y seguimiento del PUEAA, con el fin que el PUEAA sea implementado y se cumplan sus objetivos, con la participación de todos los actores involucrados, obteniendo por medio de cálculos de caudal y proyección poblacional que el río Paila puede abastecer al municipio de Puerto Tejada por mucho tiempo, sin embargo es importante que la comunidad aplique las medidas propuestas, realizar las mejoras en la planta de tratamiento local, realizar las obras ingenieriles que mejoren la infraestructura y completen el tren de tratamiento, para así lograr un buen servicio y un mejor uso del recurso hídrico.

Colombia is a country with an important supply of fresh water, considered in the world as a scarce resource and therefore, its use must be rational, efficient and based on savings, taking into account that the supply of water in the country is increasingly threatened and the problems of scarcity increase, being of utmost importance the efficient use and saving of water. This paper presents the formulation of a Program for the Efficient Use and Saving of Water (PUEAA) for the municipality of Puerto Tejada (Cauca), based on information provided by the public service provider company AFROCUACUANA DE AGUAS S.A.S E.S.P, Municipal Mayor's Office , Corporación Autónoma Regional del Cauca (CRC), former provider of the public water and sewerage service OPSA S.A.S and interviews with aqueduct operators. The current Colombian regulations and the needs of the community that demand the service were taken into account; in order to achieve a better management of the water resource, from the service provider company, industries, community and other involved actors, thus identifying points for improvement and proposing viable actions for its full execution. In order for the PUEAA to allow adequate management of the water resource for the municipality of Puerto Tejada, the stages proposed by the MADS (Minambiente, 2018) were carried out and that allowed to provide necessary information from the context of the agents for the development of work. Within these stages is the diagnosis of the functioning of the aqueduct system, from this point of improvement, leaks, problems in the treatment train, among other important factors, were identified. Subsequently, we proceeded to the stage of planning viable actions to improve the UEAA in the aqueduct system where improvements are proposed to the current components of the aqueduct and other components are identified that should be included to achieve the goals established in the current regulations for water quality. As the last stage, strategies are defined for the control and monitoring of the PUEAA, so that the PUEAA is implemented and its objectives are met, with the participation of all the actors involved, obtaining through flow calculations and population projection that the river Paila can supply the municipality of Puerto Tejada for a long time, however it is important that the community apply the proposed measures, make the improvements in the local treatment plant, carry out the engineering works that improve the infrastructure and complete the treatment train, in order to achieve a good service and a better use of the water resource
