Entre margens, águas e rejeitos: o desastre da Samarco e as afetações na territorialidade ilheira na bacia do rio Doce | Among banks, waters and tailings: the Samarco disaster and the effects on island territoriality in the Rio Doce basin

Em novembro de 2015 ocorreu um dos maiores desastres socioambientais do mundo, quando houve o rompimento da barragem da Samarco na bacia do rio Doce, derramando toneladas de rejeitos de minério no curso do rio e fazendo diversas vítimas ao longo do percurso. Entre essas vítimas se encontram os ilheiros, lavradores/pescadores que tinham nas águas e ilhas do rio Doce a base material para reprodução social, econômica e cultural. Este trabalho analisa os efeitos socioambientais e territoriais ocasionados para os ilheiros após a chegada dos rejeitos em seus domínios. Têm-se como lócus de pesquisa uma população situada no município de Galiléia, região Leste de Minas Gerais. Os resultados evidenciam ruptura abrupta na rotina, na apropriação material do território, no lazer e na manutenção dos laços sociais e afetivos, acompanhados do processo de desterritorialização. Esses processos se desdobram em efeitos socioeconômicos que geram mudanças sociais importantes, a partir da necessidade de se reestabelecer novas atividades que possibilitem a reprodução da vida no território. Além disso, o conjunto de ações instituídas no âmbito da gestão do desastre ocasionou uma série de constrangimentos, especialmente no que tange o reconhecimento desses sujeitos enquanto sujeitos de direitos, em função da própria condição de “informalidade” territorial. Além disso, o processo de enquadramento dessas pessoas se mostra insuficiente para abarcar a complexidade do modo de vida ilheiro. Por outro lado, após o reconhecimento enquanto “impactados”, esses sujeitos também passaram a conviver com as consequências do deslocamento social e cultural, especialmente com os conflitos e estigma erigidos no âmbito das interações sociais, fatos que aprofundam o sofrimento social dessas vítimas. Conclui-se que o desastre causou efeitos irreversíveis na vida desses sujeitos, em função da impossibilidade de apropriação material do território, bem como pela entrada forçada no processo burocrático instituído para a gestão do desastre, que se mostra pouco transparente e efetivo. Esses efeitos deixam clarividentes os desafios postos para a política de gestão, haja vista as profundas afetações provocadas na vida dessas pessoas que transcendem a dimensão estritamente material passível de objetivação e mensuração econômica. In November 2015, one of the biggest socio-environmental disasters in the world occurred, when the Samarco dam in the Rio Doce basin burst, spilling tons of ore tailings into the course of the river and causing several victims along the way. Among these victims are the islanders, farmers/fishermen who had the material base for social, economic and cultural reproduction in the waters and islands of the Rio Doce. The present research analyzes the socio-environmental and territorial effects caused to the islanders after the arrival of the tailings in their domains. The locus of research is a population located in the municipality of Galiléia, eastern region of Minas Gerais. The results show an abrupt rupture in the routine, in the material appropriation of the territory, in leisure and in the maintenance of social and affective bonds, followed by the process of deterritorialization. These processes unfold into socioeconomic effects that generate important social changes, based on the need to reestablish new activities that enable the reproduction of life in the territory. In addition, the set of actions instituted within the scope of disaster management caused a series of constraints, especially regarding the recognition of these subjects as subjects of rights, due to the condition of territorial informality. Furthermore, the process of framing these people proves to be insufficient to encompass the complexity of the islander's way of life. On the other hand, after being recognized as “impacted”, these subjects also began to live with the consequences of social and cultural displacement, especially with the conflicts and stigma created in the context of social interactions, facts that deepen the social suffering of these victims. It can be concluded that the disaster caused irreversible effects on the lives of these subjects, due to the impossibility of material appropriation of the territory, as well as the forced entry into the bureaucratic process instituted for the management of the disaster, which is not very transparent and effective. These effects make clear the challenges posed to the management policy, given the deep effects provoked in the lives of these people that transcend the strictly material dimension liable of objectification and economic measurement.
