Avgrensing og inndeling av terrestriske hovedøkosystemer i arbeidet med økologisk tilstand

Avgrensing og inndeling av terrestriske hovedøkosystemer i arbeidet med økologisk tilstand. NINA Rapport 2169. Norsk institutt for naturforskning. Formålet med denne rapporten er å drøfte hvordan terrestriske hovedøkosystemer kan avgrenses fra hverandre og eventuelt inndeles i underenheter, for å komme fram til en typologi som kan egne seg ved vurdering av økologisk tilstand. Typologien bør også kunne være grunnlag for utvikling av økosystemkart til bruk i naturregnskap og for andre forvaltningsbehov. Typologien skal være konsistent med inndelingen i hovedøkosystemer gitt i Norges handlingsplan for naturmangfold (Natur for livet) og skal bygge på arbeidet med fagsystemet for økologisk tilstand. Videre må typologien ta hensyn til Klima- og miljødepartementets naturstrategi for våtmark. For å oppfylle EUs kommende krav til rapportering om naturregnskap må typologien også være konsistent med Eurostats foreslåtte økosysteminndeling på øverste nivå. Drøftingen har hovedvekt på hovedøkosystemene våtmark, semi-naturlig mark og naturlig åpne områder under skog-grensa, men omfatter også avgrensing av disse mot andre hovedøkosystemer. Avgrensingen av hovedøkosystemer i Natur for livet og ulike deler av arbeidet med økologisk tilstand varierer for en del av hovedøkosystemene. Ulikhetene omfatter dels om tresatt våtmark og semi-naturlig mark er tilordnet skog eller ikke, om fjell kun omfatter naturlig fastmark eller også inkluderer andre økosystemer over skoggrensa, og i hvilken grad det skilles mellom naturlige og semi-naturlige åpne områder under skoggrensa. Hittil er sterkt endrete åpne økosystemer (inkludert dyrket mark og natur i byer/tettsteder) ikke inkludert i vurderingene av økologisk tilstand. Eurostats foreslåtte hovedenheter avviker en del fra norske hovedøkosystemer, spesielt ved at åpen fastmark skilles i grasmark, hei og mark med ingen/lite vegetasjon (samt byer/annen ‘kunstig’ mark og dyrket mark). Eurostats inndeling skiller ikke mellom økosystemer over og under skoggrensa, men skiller ut en egen kystenhet for strender, sanddyner og kystvåtmark. Rapporten viser sammenfall og avvik for de ulike økosysteminndelingene ut fra hvilke hovedtyper i Natur i Norge (NiN) de dekker. Enhetene i en økosystemtypologi for bruk i naturregnskap må kunne kartlegges fullstendig for hele landet, der hver arealenhet kun tilordnes én økosystemtype. For vurdering av økologisk tilstand er slike kart i utgangspunktet ikke nødvendig, men noen typer av tilstandsindikatorer trenger presise økosystemkart som grunnlag for relevante data. Det er gjort flere forsøk på å utvikle kart for hovedøkosystemer eller enheter i NiN-systemet, basert på eksisterende kartdata, data fra fjernmåling eller modellerte data for miljøegenskaper. Ingen eksisterende kartdata dekker hovedøkosystemene på en tilfredsstillende måte. Flere tilnærminger med bruk av fjernmålingsdata og modellering virker lovende, men eksisterende bakkesannheter er utilstrekkelige. Særlig er det utfordrende å skulle skille ut ulike typer av åpen mark, samt tresatt våtmark og semi-naturlig mark. Rapporten går detaljert gjennom ulike økosysteminndelinger for våtmark, semi-naturlig mark og åpne områder under skoggrensa og viser sammenfall og avvik mellom de enkelte inndelingene. Alle disse hovedøkosystemene har felles utfordringer knyttet til heldekkende landsomfattende kartlegging ved at mange av underenhetene utgjør liten arealandel og ofte finnes som små frag-menterte forekomster. I tillegg er det vanskelig å skille tresatt våtmark og semi-naturlig mark fra skog og åpen semi-naturlig mark fra naturlig åpne områder ved hjelp av fjernmåling. For å imøtekomme behovene for både vurdering av økologisk tilstand og utvikling av økosystemkart foreslås en hierarkisk typologi for terrestriske økosystemer. Denne er konsistent med inndelingen i hovedøkosystemer i Natur for livet, men har et pragmatisk utgangspunkt knyttet til muligheten for heldekkende landsomfattende kartlegging. Typologien er basert på hovedenheter for skog, åpen våtmark, åpen fastmark og varig is og snø. Disse kan deles videre inn i enheter for skog på henholdsvis fastmark og våtmark, enheter for henholdsvis ferskvanns- og saltvanns-påvirket åpen våtmark, samt enheter for engpreget, heipreget og ikke/lite vegetert åpen fastmark. Engpreget og heipreget åpen fastmark kan deles videre inn i naturlig og semi-naturlig mark. Dyrket mark og natur knyttet til byer og andre nedbygde arealer, kan skilles ut ved bruk av dagens kartgrunnlag. Fjell kan avgrenses som arealer over skoggrensa, enten bare som naturlig fastmark eller med tillegg av semi-naturlig fastmark, våtmark og is/snø. Tilsvarende kan kysttyper defineres ved avstand fra kyst og andre skjematiske kriterier. Dette vil gi en økosystemtypologi som er konsistent med både inndelingen i Natur for livet og Eurostats inndeling på øverste nivå. Den kan også brukes som avgrensing av hovedøkosystemer i fagsystemet for økologisk tilstand, med de overordnete enhetene skog, fjell, våtmark, semi-naturlig mark og naturlig åpne områder under skoggrensa. Økologisk tilstand må imidlertid også vurderes for de foreslåtte underenhetene i typologien dersom vurderingene skal være konsistente med de ulike inndelingene for Natur for livet, fagsystemet og Eurostat. Den foreslåtte økosystemtypologien vil ikke være helt konsistent med NiNs typesystem, ved at tresatt semi-naturlig mark ikke kan skilles fra skog hvis kronedekningen er tilstrekkelig tett. Den forutsetter også at de underliggende enhetene, spesielt henholdsvis naturlig og semi-naturlig åpen mark, kan kartlegges over hele landet. Det er neppe mulig å komme fram til en typologi som både kan være grunnlag for et heldekkende økosystemkart (kompatibelt med Eurostats inndeling) og som kan skille ut spesifikke deler av naturlige og semi-naturlige områder, inkludert slik tresatt mark. Følgelig kan det være behov for å vurdere økologisk tilstand for enkelte enheter som ikke inngår som enheter i den hierarkiske typologien. Slike separate vurderinger må bygge på kunnskap om disse enhetenes forekomster, der tilstanden til forekomstene vurderes basert på relevante data eller ved en kvalitativ ekspert-vurdering. Slike spesialvurderinger for utvalgte økosystemer kan gjøres konsistent med fagsystemets rammeverk, men vil medføre avvik i økosysteminndelingen sammenliknet med den foreslåtte typologien, og det vil gi noen utfordringer ved aggregering av vurderinger for underenheter til vurdering for hele hovedøkosystemet.

Delimitation and classification of terrestrial main ecosystems for assessments of ecological condition. NINA Report 2169. Norwegian Institute for Nature Research. The purpose of this report is to discuss how main terrestrial ecosystems can be delimited from each other, and possibly may be divided into subunits, to develop a typology that may be suitable for assessing ecosystem condition. The typology should also be a basis for the development of ecosystem maps for use in ecosystem accounting and for other management needs. The typology shall be consistent with the classification into main ecosystems given in the Norwegian Action Plan for Biodiversity (Nature for Life) and shall build on previous work on the system for ecosystem condition. Furthermore, the typology must consider the nature strategy for wetlands of the Ministry of Climate and Environment. To meet the EU's forthcoming requirements for reporting on ecosystem accounting, the typology must also be consistent with the highest level of Eurostat's proposed ecosystem classification. The discussion focuses on the main ecosystems wetlands, semi-natural ecosystems, and naturally open ecosystems below the forest limit, but also includes delimitation of these ecosystems towards other main ecosystems. The delimitation of main ecosystems in Nature for Life and different parts of the work on ecosystem condition varies for some of the main ecosystems. The differences partly include whether wooded wetlands and semi-natural ecosystems are assigned to forests or not, whether mountains include only natural non-wetland ecosystems or also other ecosystems above the forest limit, and the extent to which a distinction is made between natural and semi-natural open ecosystems below the forest limit. So far, highly altered open ecosystems (including cultivated land and nature in cities/towns) are not included in ecosystem condition assessments. Eurostat's proposed main units deviate somewhat from Norwegian main ecosystems, in particular by separating open land into grassland, heathland and sparsely vegetated ecosystems (besides cities/other artificial land and cultivated land). Eurostat's classification does not distinguish between ecosystems above and below the forest limit, but distinguishes a separate coastal unit for beaches, dunes and coastal wetlands. This report shows commonalities and deviations for the various ecosystem classifications based on which main types in Nature in Norway (NiN) they cover. For use in ecosystem accounting for the whole country, it must be possible to map completely all units in an ecosystem typology, where each unit of land is assigned only one ecosystem type. In principle, such maps are not necessary for assessment of ecosystem condition, but some types of condition indicators need precise ecosystem maps as a basis for relevant data. Several attempts have been made to develop maps for main ecosystems or units in the NiN system, based on existing map data or data from remote sensing and other spatially comprehensive data sources. No existing map data adequately covers the main ecosystems. Several approaches with the use of remote sensing data etc. are promising, but existing ground truths are insufficient. It is particularly challenging to distinguish different types of open ecosystems, as well as wooded wetlands and semi-natural ecosystems from forests. This report describes in detail the different ecosystem divisions applied for wetlands, semi-natural ecosystems and open ecosystems below the forest limit, and documents commonalities and deviations between the various divisions. All these main ecosystems have common challenges related to comprehensive nationwide mapping, in that many of the subunits cover a small total area and are often found as small, fragmented units. In addition, it is difficult to distinguish wooded wetlands and semi-natural ecosystems from forests, and open semi-natural ecosystems from naturally open ecosystems using remote sensing etc. To meet the needs for both ecosystem condition assessment and ecosystem map development, a hierarchical typology of terrestrial ecosystems is proposed. This is consistent with the main ecosystems listed in Nature for Life but is a pragmatic approach related to the possibility of comprehensive nationwide mapping. The typology is based on main units for forest, open wetland, other open ecosystems, and persistent ice and snow. These may be further divided into units for forests on wetland and non-wetland, units for freshwater and saltwater-dominated open wetlands, as well as units for grassland, heathland and sparsely vegetated ecosystems. Open grassland and heathland can be further divided into natural and semi-natural ecosystems. Cultivated land and nature associated with cities and other built-up areas can be separated out using current map data. Mountains can be delimited as areas above the forest limit, covering either just non-wetland or including also semi-natural ecosystems, wetlands and ice/snow. Similarly, coastal types can be defined by distance from the coast and other schematic criteria. This will provide an ecosystem typology that is consistent with the classification in Nature for Life and Eurostat's top-level classification. It can also be used as a delimitation of main ecosystems in the system for ecosystem condition assessment, with main units of forests, mountains, wetlands, semi-natural ecosystems, and naturally open ecosystems below the forest line. Ecosystem condition should also be assessed for the sub-units of the proposed typology, to be consistent with the various typologies of Nature for Life, the previous ecosystem condition assessments, and Eurostat. The proposed ecosystem typology is not entirely consistent with NiN, in that wooded semi-natural ecosystems cannot be separated from forest if the crown cover is sufficiently dense. It also assumes that the underlying units, especially the distinction between natural and semi-natural open ecosystems, can be mapped for the whole country. It is probably not possible to derive a typology that can both form the basis for a comprehensive ecosystem map (compatible with Eurostat's classification) and that can separate out specific parts of natural and semi-natural ecosystems, including those with tree cover. Consequently, there may be a need to assess the ecosystem condition of some units that are not included in the hierarchical typology. Such special assessments must be based on knowledge of known occurrences of the units in question, where the condition is assessed on the basis of relevant data or as a qualitative expert assessment. Such special assessments for selected ecosystems may be consistent with the framework for ecosystem condition assessments but will result in some deviations for the ecosystem delimitations compared to the proposed typology, and some challenges when aggregating assessments for sub-units up to the main ecosystems.
