Research on the Evaluation Method of Sea Use Benefit in High-quality Development: Taking Taizhou as an example

The actual sea use benefits include the direct sea resources economic benefits in the process of production and the negative effects of the ecological environment system. This paper reflects and quantifies the actual sea use benefit by constructing an evaluation model of high-quality sea use benefit which is applied in the sea area of Taizhou City. The result shows that among the marine counties and municipalities, the actual unit sea use benefit of Jiaojiang District is the highest which is 688 500 yuan / hectare, and Yuhuan City is the lowest which is 40 200 yuan / hectare, the reason is that in Jiaojiang District, the sea use resource value does well and the ecological environment damage is effectively controlled. It is concluded that neither the excessive use nor the absolute protection is the high-quality development model of marine economy. They were united and harmonized each other. Maintaining and increasing the value of marine resource is the basis of the marine rational economy operation. Protecting the marine ecological environment system is the foundation for the maintaining and increasing of the marine resource value, which is an important path to guide the high-quality development of marine economy.
