A expansão da atividade florestal no município de Três Lagoas e região : uma análise da interface com o ambiente econômico e socioambiental

O objetivo geral deste estudo é analisar os impactos econômicos da inserção e expansão da atividade florestal e sua influência sobre o meio rural, social e ambiental de Três Lagoas e região. A pesquisa foi desenvolvida para responder ao seguinte questionamento: Quais são os efeitos econômicos e socioambientais da inserção e expansão da atividade florestal em Três Lagoas e região? Os objetivos específicos consistem em: caracterizar o processo de inserção e expansão da atividade florestal em Três Lagoas e região; avaliar a importância da inserção da atividade florestal para o mercado de trabalho, para a economia e para o meio rural de Três Lagoas e região; avaliar os impactos sociais da atividade florestal; avaliar a interface da atividade florestal com o meio ambiente em Três Lagoas e região. Para tanto, inicialmente, fez-se um estudo prévio de aspectos conceituais sobre desenvolvimento econômico, social e ambiental, com o propósito de examinar suas aplicabilidades e discussões no meio acadêmico nacional e internacional. O estudo adotou o método misto de pesquisa, empregando a combinação de abordagens quantitativas e qualitativas. Foram coletados dados secundários, obtidos no IBGE, que ilustram a retração da atividade pecuária, a expansão das florestas plantadas e a evolução dos indicadores econômicos e sociais do município de Três Lagoas, microrregião de Três Lagoas e do estado de Mato Grosso do Sul. O IDH é um indicador razoável de desenvolvimento e, por apresentar limitações, é considerado pouco confiável para revelar o melhor grau de desenvolvimento de uma coletividade. Por isso, foram coletados dados primários, por meio de entrevistas com os principais atores sociais envolvidos na problemática e de aplicação de questionários com a população de Três Lagoas, com o anseio de coletar percepções sobre equidade na distribuição de renda, preocupação com o futuro, solidariedade, conservação da natureza, proteção dos recursos naturais e desenvolvimento equilibrado. Constatou-se que a atividade florestal instalou-se num período e numa região em que o setor pecuário estava fragilizado, com áreas de terras e pastagens degradadas, baixo preço da arroba do boi e descapitalização do produtor rural. Essas condições facilitaram a expansão das florestas plantadas, tornando-a atrativa pela condição de renda imediata e maior lucratividade ao produtor rural, na condição de arrendatário ou parceiro das empresas de celulose. No curto prazo, as implicações econômicas da atividade florestal para o meio rural foram benéficas para o produtor rural que se encontrava em dificuldades econômico-financeiras, no entanto, no longo prazo, as incertezas geram inquietações aos produtores rurais e demandam uma gestão eficaz dos rendimentos e planejamento para uma possível retomada da atividade pecuária. Apesar dos desafios enfrentados pelo empresariado local para melhorar, adequar e qualificar seus empreendimentos e das mudanças ocorridas no mercado de trabalho, a atividade florestal contribuiu para a dinamização da economia de Três Lagoas e região, com impactos positivos sobre os indicadores econômicos, de trabalho e renda. Em relação aos aspectos sociais, o ônus é maior que o bônus para o município: precarizaram-se mais ainda os serviços sociais prestados à população local. Em relação ao meio ambiente, constata-se pouco conhecimento das pessoas sobre os impactos ambientais, no entanto elas percebem que estão ocorrendo mudanças e estão preocupadas com a preservação dos recursos naturais. Cabe, aos órgãos ambientais competentes, fiscalização e monitoramento das mudanças provocadas no meio ambiente. A população deve ficar atenta e não aceitar tudo o que acontece sem questionar os órgãos competentes e as empresas causadoras dos impactos.

The aim of this study is to analyze the economic impacts of insertion and expansion of forestry activity and its influence on the rural and social environment of Três Lagoas and region. The research was designed to answer the question: What are the economic, social and environmental effects of insertion and expansion of forestry in Três Lagoas and region? The specific objectives consist of: characterize the process of insertion and expansion of forestry in Três Lagoas and region; evaluating the importance of the insertion of forestry for the labor market, for the economy and for the rural environment in Três Lagoas and region; assessing the social impacts of forestry activity; assessing the forestry activity interface with the environment in Três Lagoas and region. Therefore, there was initially a previous study of conceptual aspects of economic, social and environmental development for the purpose of examining their applicability and discussions at national and international academies. The study adopted a mixed methods research, using a combination of quantitative and qualitative approaches. Were collected secondary data obtained from the IBGE, illustrating the retraction of the cattle raising activity, the expansion of planted forests and the evolution of economic and social indicators of the municipality of Três Lagoas, micro-region of Três Lagoas and the state of Mato Grosso do Sul. The HDI is a reasonable indicator of development, but it has limitations, it is considered unreliable to reveal the best level of development of a community, so primary data were collected through interviews with key stakeholders involved in the issue, and questionnaires with the population of Três Lagoas, with the desire to collect perceptions of fairness in income distribution, concern for the future, solidarity, nature conservation, protection of natural resources and balanced development. It was found that the forestry activity was installed in a period and a region where the cattle raising sector was weakened, with areas of degraded lands and pastures, low price of cattle and decapitalization of rural producers. These conditions facilitated the expansion of planted forests, making them attractive as immediate income and higher profitability to farmers in partnerships with pulp companies. In the short term, the economic implications of forest activities for rural areas were beneficial to the farmers under economic and financial difficulties, however, in the long term, the uncertainties generate concerns to farmers and require effective management of income and planning for a possible resumption of cattle raising activity. Despite the challenges faced by local entrepreneurs to improve, adapt and qualify their enterprises and the changes occurred in the labor market, the forestry activity contributed to boosting the economy of Três Lagoas and region, with positive impacts on economic indicators, labor and income. Regarding the social aspects, the burden is greater than the bonus to the municipality, once social services delivered to the population have been more precarious. Regarding the environment, there has been little knowledge of people about the environmental impacts, however, they realize that changes are taking place and they are concerned with the preservation of natural resources. Being so, the competent environmental agencies are in charge of the supervision and monitoring of changes brought about in the environment. People should be careful and not accept everything that happens without questioning the agencies and companies which cause the impacts.
