The legacy of Engaru Home School and new rural construction: The case of Shanafuchi industrial union

Mr. Tomeoka Kousuke, a pioneer in social work, established a home school in Sugamo, Tokyo, in 1899. He intended to design correctional education combined with agricultural education and established a branch school in Engaru village, Abashiri, Hokkaido, in 1914. At the same time, he established a farm utilizing land reclamation and a tenant farming system, by which he intended to set up new rural construction united with the school. This paper defines the content and meaning of the industrial union movement, focusing on new rural construction with the tenant farming system by Mr. Tomeoka Kousuke in Shanafuchi.
