An overlook of Vietnamese agriculture under globalization: Focusing on changes in policies to foster a new farming generation and the challenges they present

The main objective of this paper is to give the readers an overlook of Vietnamese agriculture under globalization. This paper deals with three topics as follows: first, we briefly discuss the economic growth in Vietnam and diplomatic policy since Doi Moi started; second, we investigate changes in agricultural production and farm households' economy in rural areas of Vietnam; and third describe a new agricultural policy in which what type of faming generations are encouraged by the government. Through the discussion, the following facts and new knowledges were pointed out. 1) Vietnamese economy has been quickly developing under industrialization since the middle of 1990s, strongly promoting international relationship with various countries and regions over the world. 2) For Vietnam, strategic handling of international relationship with various countries is absolutely necessary for keeping sustainability in terms of not only economic development but also national security. 3) In the 2000s, the Vietnamese government set forth to encourage the development of 'large scale private farms' for small farm households in the agricultural sector; however, it seems to fail to become a success. Recently, the government plans to support the establishment of 'large rice-farming model' which is a farming contract between a big company and farmers groups. These farmers groups consist of a number of farm households, especially in Mekong delta area. 4) For further development of 'large rice-farming model', they are still facing some challenges, such as the improvement of infrastructure for agriculture like modern dyke systems and so on. Thus, whether the governmental sector needs to invest more for this task, is now a pressing concern.
