Responses to highly pathogenic avian influenza in the United States of America in 2014-2015

The poultry industry in the United States of America (USA) experienced severe outbreaks of highly pathogenic avian influenza (HPAI) in 2014-2015. The total economic losses associated with the outbreaks were US$ 3.3 billion including US$ 1.6 billion for poultry depopulated and US$ 0.85 billion for HPAI response. The United States Department of Agriculture (USDA) and the poultry industry have learned three important lessons from the outbreaks: 1) to depopulate infected poultry as soon as possible to prevent the virus spreading from the outbreak site, 2) to establish an improved compensation system for farmers to facilitate the HPAI response, and 3) to improve the biosecurity measures on premises to prevent HPAI transmission. USDA has updated some policies on HPAI responses including ventilation shutdown of barns for depopulation of poultry, and heat treatment for virus elimination. Following a series of HPAI outbreaks, USDA established an HPAI multiagency coordination group and published a new guideline called HPAI preparedness and response plan: the red book.
