Local people's participation in protected area designation and management : a case study of Taklong Island National Marine Reserve, Philippines

The establishment of protected areas is one of the earliest and the most well recognized strategies in nature conservation. However, the western idea of a protected area has been adopted by developing countries despite the fact that the "ring fencing" concept does not always fit with the specific situations. In these countries, there is a need to address the economic needs of the local people living within and nearby the protected area in order for the management to be effective. This thesis has explored the involvement and participation of local people in the designation and management of a marine protected area and assessed the impacts of the marine reserve establishment to their attitude in terms of resource use. The data from the study was collected from residents of the different Barangays who, in one way or the other were thought to be affected by the designation of Taklong Island National Marine Reserve. The data was gathered through interviews with the local community leaders within the case study area, observations of their day to day activities, and from secondary data. These data gathering methods although time consuming and expensive, were found to be productive. The respondents in this research clearly acknowledged over time the importance of Taklong Island National Marine Reserve to their lives. The designation of the Marine Reserve was later viewed positively as a means of achieving not only nature conservation objectives, but has helped improve the living conditions of the local people. The management of the marine reserve was observed to be effective with the involvement and participation of the local people in the planning and implementation of the programs.
