Typology of rural settlements in the Kaliningrad region according to the degree of provision with social infrastructure facilities | Типология сельских населенных пунктов Калининградской области по степени обеспеченности объектами социальной инфраструктуры

The influence of the agglomeration zone and the factor of provision of social infrastructure facilities (PSIF) on the dynamics of the population of rural settlements (RSs) in the Kaliningrad region in 2020-2023 is analyzed. As of 01.01.2023, there are 1,075 RSs in the Kaliningrad region, in which 241413 people live; of these, 474 RSs (44%) with a population of less than 50 people, 44 (4%) with a population of more than 1000 people, 60 (5.5%) with a population of 500 to 1,000 people, as well as 30 RS that do not officially have a population. In 2020-2023, the RS population located within the boundaries of the urban agglomeration mainly grew. Of the 342 demographically growing RSs, 304 are located within an hour's drive from the city. Only 38 RSs (6.7%) grew outside these boundaries. The PSIF is directly dependent on the population size. Social infrastructure facilities were identified in 341 RSs (35% of the total number in the region). There are schools in 80 RSs, kindergartens in 69, health facilities in 216, and rural libraries in 178 RSs. Eleven libraries are model standard libraries, where users are provided with documentary reference and bibliographic, informational, educational, communicative, leisure, service, etc. services. According to the federal project "Cultural Environment", the creation of 110 model municipal libraries is approved. The RS typology is based on the PSIF score. Only 3 RSs have the maximum score (13) in terms of the level of social infrastructure development. In large RSs with a population of more than 1000 people the PSIF was rated at 5.6 points on average, and 5.2 points in RSs with a population of 500-1000 people. Demographically fast-growing RSs are identified in the Kaliningrad suburban area, which are not provided with social infrastructure facilities. Outside the agglomeration zone, there are RSs with developed social infrastructure, in which the population is decreasing. It is concluded that it is necessary to develop and implement a program to provide depopulated RSs with new functions, instead of the lost traditional agricultural specialization.

russe. Проанализировано влияние зоны агломерации и фактора обеспеченности объектами социальной инфраструктуры (ООСИ) на динамику численности населения сельских поселений (СП) региона в 2020-2023 гг. В Калининградской обл. на 01.01.2023 г. насчитывается 1075 СП, в которых проживает 241413 чел.; из них – 474 СП (44%) с населением менее 50 чел., 44 (4%) с населением более 1000 чел., 60 (5,5%) с населением от 500 до 1000 чел., а также 30 СП, официально не имеющих населения. За 2020-2023 гг. в СП, расположенных в границах городской агломерации, население преимущественно росло. Из 342 демографически растущих СП 304 расположены в зоне часовой доступности от города. За этими пределами растущими оказались только 38 СП (6,7%). ООСИ находится в прямой зависимости от численности населения. Объекты социальной инфраструктуры выявлены в 341 СП (35% от общего числа в регионе). Школы имеются в 80 СП, детские сады – в 69, объекты здравоохранения - в 216 СП, сельские библиотеки – в 178 СП. Одиннадцать библиотек являются библиотеками модельного стандарта, где пользователям предоставляются документальные справочно-библиографические, информационные, образовательные, коммуникативные, досуговые, сервисные и др. услуги. Согласно федеральному проекту "Культурная среда" утверждено создание 110 модельных муниципальных библиотек. Типология СП базируется на балльной оценке ООСИ. Максимальный балл (13) по уровню развития социальной инфраструктуры имеют только 3 СП. В крупных СП с населением более 1000 чел. ООСИ оценена в среднем на 5,6 балла, в СП населением 500-1000 чел. – на 5,2 балла. В пригородной зоне Калининграда выявлены демографически быстро растущие СП, не обеспеченные объектами социальной инфраструктуры. Вне агломерационной зоны, имеются СП с развитой социальной инфраструктурой, в которых численность населения снижается. Сделан вывод о необходимости разработки и реализации программы по наделению обезлюдевших СП новыми функциями, взамен утраченной традиционной с.-х. специализации.
