Incidencia de los mecanismos de gobernanza del agua sobre la cuenca del rio Guatiquia que abastece el acueducto de Villavicencio

La cuenca del Rio Guatiquia tiene una gran riqueza hídrica nace del páramo de Chingaza en el municipio de Quetame y pertenece a la gran cuenca del rio Orinoco, logra abastecer a la capital de Colombia la ciudad de Bogotá con un valor superior del 80 % de su demanda necesaria diaria de agua potable , el resto de su capacidad hídrica se dirige con dirección al sur del país bajando por la cordillera oriental por el cañón del Guatiquia con unas alturas superiores de 3.600 m.s.n.m hasta llegar a los 300 m.s.n.m aproximante un poco más bajo, su calidad hídrica es muy buena porque no tiene afluentes vertiendo aguas residuales en estado criticas o con altas cargas contaminantes , esta cuenca brinda grandes servicios ecosistémicos a las municipios que pertenece brindándoles fuentes de captación para los acueductos municipales , la capital del Meta no se queda atrás puesto que la Empresa de Acueducto y Alcantarillado de Villavicencio (EAAV) de la ciudad tiene tres concesiones de agua potable sobre la cuenca la que tiene mayor caudal e importancia es la concesión de la bocatoma de Quebrada la Honda con un valor de 1.600 L/s , logra el suministro de agua potable a la empresa (EAAV) brinda el mayor abastecimiento de agua a la ciudad pero por temas de mala Gobernanza del agua existe una crisis en la ciudad, debido que su lugar de construcción la bocatoma está en un punto crítico de riesgo y en época de altas precipitaciones es evidente el daño que sufre su infraestructura , lo que esto genera cada año repetitivamente es que por fuerzas mayores de la naturaleza a causa de desastres naturales se dañe la tubería de la bocatoma hasta llegar a provocar avalanchas logrando la sepultación de esta. Con diferentes mecanismo de participación ciudadana se lograría una mejora en los servicios de agua que nos brinda ( EAAV) pero lastimosamente las personas de la ciudad de la capital del Meta no se ven interesados en participar en veedurías ciudadanas con el fin de garantizar transparencia en los instrumentos de planeación como el POMCA , que realiza la ordenación y manejo de la cuenca de manera participativa buscando establecer consensos en la zonificación ambiental con el fin de proteger y buscar la conservación y el uso con el aprovechamiento sostenibles de los recurso naturales que están dentro de esta cuenca hidrográfica.

With different mechanisms of citizen participation, an improvement in the water services provided by (EAAV) would be achieved, but unfortunately the people of the city of the capital of Meta are not interested in participating in citizen oversight in order to ensure transparency in the planning instruments such as the POMCA, which carries out the planning and management of the basin in a participatory manner seeking to establish consensus in the environmental zoning in order to protect and seek the conservation and sustainable use of the natural resources that are within this watershed.
