A sustentabilidade dos sistemas de abastecimento de água: a emergência do combate às perdas de água e o papel do regulador

A crescente importância e complexidade da gestão dos Sistemas de Abastecimento de Água, aliada às profundas alterações legislativas, institucionais, infraestruturais e de universalidade e qualidade de serviço, verificadas em Portugal, e iniciadas a partir de finais de 1993, justificam uma reflexão sobre este tema. No presente trabalho é feito um levantamento e caracterização da situação atual em Portugal e do seu passado recente, centrado na sustentabilidade dos Sistemas, tendo em conta os muito significativos investimentos desde 1993. São evidenciados os grandes progressos conseguidos nos últimos 23 anos, onde se criaram serviços de qualidade e com evidente eficácia, levando água de boa qualidade à esmagadora maioria da população, e nesse aspeto, comparando Portugal com os países mais desenvolvidos do mundo, mas onde ainda subsistem problemas de Eficiência e Sustentabilidade de grande parte dos sistemas de abastecimento de água. Assim, são propostas algumas medidas de gestão, organizativas e outras, para melhorar e aumentar de forma significativa o combate generalizado às Perdas de Água e com essas medidas aumentar a Eficiência e conseguir a Sustentabilidade dos serviços de Abastecimento de Água em Portugal. O caso de estudo, que se apresenta relacionado com o combate às Perdas de Água, espera ser um contributo para apoiar as Entidades Gestoras neste problema que ainda se apresenta de forma preocupante no conjunto do país e merece uma urgente intervenção. Para isso propõe-se uma maior abordagem das Entidades Gestoras (EG) ao Índice Infraestrutural de Perdas e a sua adequação aos sistemas de água em Portugal. Foi ainda estudada a atividade do Regulador português, que tem desempenhado um papel muito importante na melhoria do funcionamento dos sistemas de abastecimento de água, em especial os de maior carência técnica e também porque a Entidade Reguladora dos Serviços de Águas e Resíduos (ERSAR) pode e deve ser um parceiro importante das EG na melhoria dos níveis de sustentabilidade, eficiência e excelência da atividade das Entidades Gestoras e na redução significativa da Água Não Faturada.

The increasing importance and complexity of the management of the basic sanitation systems and in particular the Water Supply Systems, combined with the profound legislative, institutional, infrastructural changes and universality and quality of service verified in Portugal and started from the end of 1993, justifies a reflection on this theme. In the present work a survey and characterization of the current situation in Portugal and its recent past, centred in the sustainability of the Water Supply Systems are made, taking into account the very significant investments made in the recent past. The great progress achieved in the last 23 years, where quality services have been created, is evident, supplying good quality water to the overwhelming majority of the population, and in this aspect, comparing Portugal with the most developed countries in the world, neverthless with problems of Efficiency and Sustainability of systems and services. Thus, some organizational and other management measures are proposed to significantly improve and increase the widespread fight against Water Losses and with these measures increase the Efficiency and achieve Sustainability of Water Supply services in Portugal. The study case, which is related to the fight against Water Losses, hopes to be a simple contribution to support the Managing Entities (ME), regardless of their organization, location and size, in this problem that still presents a worrying situation throughout the country and deserves urgent intervention. In order to do so, we propose a greater approach of the ME to the Infrastructural Leakage Index and its suitability to the water systems in Portugal. The activity of the Portuguese Regulator - ERSAR - which has played a very important role in improving the functioning of water supply systems, especially those of greatest technical need, has also been studied, and also because ERSAR can and should be an important help to ME in improving the levels of sustainability, efficiency and excellence of the activity of the systems with a significant reduction of Non-Revenue Water.
