The present ECA program of work and priorities has been formulated in accordance with Africa’s strategy for development in the 1970s and projected to 1979. The Strategy draws attention two weak spots in the structures of the economies of African countries namely, isolated centers which could serve as forces for modernization but which in fact constitute areas of unemployment, rapid concentration of population and acute social problems; and enclaves of modern activities which until recently were solely controlled by foreign enterprise and are still not completely within, the control of the newly independent states. An objective in the activities of ECA, therefore, is seen as the integration of national economies.
