Sistematización de la Primera Fase del Programa de Seguridad Alimentaria en el sector rural del municipio de Manizales, Caldas, Colombia | Systematization of the first phase of the Food Security Program in the rural sector of the municipality of Manizales, Caldas, Colombia

RESUMEN: Los propósitos de la presente investigación fueron: contribuir a la sistematización de la Primera Fase del Programa ‘RESA’-Red de Seguridad Alimentaria-, facilitar el compromiso de los protagonistas del programa en procesos de aprendizaje y generación de nuevos conocimientos a partir de sus propias experiencias,  relacionar la teoría de seguridad alimentaria con su práctica, generar conocimientos que pudiesen ser aplicados a acciones relacionadas con la satisfacción de necesidades alimentarias, y conocer los procesos agropecuarios desarrollados dentro de la Primera Fase del Programa de Seguridad Alimentaria ‘RESA’. Esta investigación de carácter cualitativo fue realizada con las familias beneficiarias de la Primera Fase del Programa de Seguridad Alimentaria y Nutricional denominado ‘RESA’, para la población rural de Manizales (Caldas, Colombia), y fue ejecutado por la Unidad de Gerencia Social de la Alcaldía de Manizales durante el año 2006. De esta forma, fue posible evidenciar que el tema de seguridad alimentaria desde la práctica del programa tendió sólo a establecer proyectos productivos puntuales, en tiempo y factor productivo agropecuario, de índole familiar o comunitaria, dejando de lado la posibilidad de generar condiciones de disponibilidad alimentaria en todo momento y lugar, cantidad, calidad y variedad, como criterio real de seguridad alimentaria. Por este motivo, en el marco de la sistematización se encuentra que este tipo de proyectos se acerca más a programas de complementación alimentaria. 

ABSTRACT: The Goals of the present research were to contribute to the systematization of the First Phase of the Food Security Program ‘RESA’; to facilitate the commitment of the Program’s participants involved in learning processes and the generation of new knowledge from their own experiences; to relate food security theory with its practice; to generate knowledge that might be applied to actions related to the satisfaction of nutritional needs; and to recognize the farming processes that were developed during the first phase of the ‘RESA’ Program. This qualitative research was carried out with beneficiary families from the first phase of the ‘RESA’ Program, applied to the rural population of Manizales, Caldas, Colombia, carried out by the Social Management Unit of the Manizales Mayor’s Office in 2006. In this manner, it was possible evidence that the nutritional security topic from the Program’s perspective only tended to establish very punctual productive projects, timely and agricultural productive factor, family or community farming, leaving aside the chance to generate food availability at any time and place, along with quantity, quality and variety, as a real criterion of nutritional security. For such reason, this systematization found that this kind of projects is closer to alimentary complementation programs.
