The General Directorate of Forestry provides development supports to forest villagers, known as ORKÖY loans, named after the General Directorate of Forest Village Affairs (ORKÖY), which was the first institution to provide such support in order to support the development of forest villagers and reduce the pressure on forests. Circular No. 7022, which is the official guideline followed in the implementation of ORKÖY loans, contains significant gaps and uncertainties regarding the monitoring and evaluation procedure of support projects. In lieu of instantaneous socioeconomic assessments and solutions in the research on ORKÖY loans, it is imperative to employ an impact assessment methodology that will address the aims and objectives of ORKÖY loans and the socioeconomic changes they engender. The present article aims to develop a proposal for an amendment to Circular No. 7022, which includes a method for evaluating the effects of ORKÖY supports. In this article, success criteria and indicators are designed within the framework of three approaches (before-after, difference in differences and project goal) in line with the objectives of economic and social ORKÖY loans, and their application is demonstrated with hypothetical data. The article recommends the implementation of the before-after approach in contexts where general economic indicators are exhibiting signs of deterioration. It also advocates the utilization of the difference-in-differences approach, as outlined in the Presidential State Aid Impact Assessment Guide, and the employment of the project objective approach in the context of designing conventional projects that take into account local conditions.

Türkiye’de orman köylülerinin kalkınmalarını desteklemek ve ormanlara baskıyı azaltmak amacıyla Orman Genel Müdürlüğü tarafından ilk veren kurum olan Orman Köy İlişkileri (ORKÖY) Genel Müdürlüğünün adıyla, ORKÖY kredileri olarak bilinen orman köylülerini kalkındırma destekleri verilmektedir. ORKÖY kredilerinin yürütülmesinde takip edilen resmi kılavuz niteliğinde olan 7022 sayılı Tamim destek projelerinin izleme ve değerlendirme usulü ile ilgili önemli boşluklar ve belirsizlikler içermektedir. ORKÖY kredileri ile ilgili yapılan araştırmalardaki anlık sosyoekonomik değerlendirmeler ve çözümler yerine, ORKÖY kredilerinin amaç ve hedefleri ile yol açtıkları sosyoekonomik değişimleri birlikte ele alacak bir etki değerlendirme metodolojisine gereksinim duyulmaktadır. Bu makale, 7022 sayılı Tamimde ORKÖY desteklerinin etkilerinin değerlendirilmesine yönelik yöntem tasarımı içeren bir değişiklik önerisi geliştirilmesini amaçlamıştır. Makalede ekonomik ve sosyal nitelikli ORKÖY kredilerinin amaçları doğrultusunda üç yaklaşım (öncesi-sonrası, farkların farkı ve proje hedefi) çerçevesinde başarı ölçüt ve göstergeleri tasarlanmış, kuramsal verilerle uygulaması gösterilmiştir. Makale, genel ekonomik göstergelerin bozulduğu ortamlarda öncesi-sonrası yaklaşımını, Cumhurbaşkanlığı Devlet Yardımları Etki Değerlendirme Rehberine göre farkların farkı yaklaşımını ve yerel koşulları dikkate alan tip projelerin tasarlanması halinde proje hedefi yaklaşımının kullanılmasını önermektedir.
