Halogenated flame retardants in Irish waste polymers: Concentrations, legislative compliance, and preliminary assessment of temporal trends

Halogenated flame retardants (HFRs) were measured in 470 waste plastic articles from Ireland between 2019 and 2020. We identified articles containing concentrations of polybrominated diphenyl ethers (PBDEs), hexabromocyclododecane (HBCDD), and tetrabromobisphenol-A (TBBP-A) exceeding European Union limits. Enforcement of existing limits of 1000 mg/kg will render an estimated 3.1% (2800 t) of articles in the waste categories studied unrecyclable, increasing to: 4.0, 4.9, and 5.6% if limits were reduced to 500, 200, and 100 mg/kg respectively. Meanwhile, enforcing limits of 1,000, 500, 200, and 100 mg/kg will respectively remove 78, 82, 84, and 85% of PBDEs, HBCDD, and TBBP-A present in such waste. Other FRs targeted were detected infrequently and predominantly at very low concentrations. However, 2,4,6-tris(2,4,6-tribromophenoxy)-1,3,5-triazine (TTBP-TAZ) was detected in 3 display/IT product samples at 14,000 to 32,000 mg/kg, indicating elevated concentrations of FRs used as alternatives to PBDEs and HBCDD, will likely increase in future. Comparison with data for Ireland in 2015–16, revealed concentrations and exceedances of limits for PBDEs, HBCDD, and TBBP-A were similar or have declined. For end-of-life vehicle fabrics and foams, HBCDD and ΣPBDE concentrations declined significantly (p < 0.05) since 2015–16. Moreover, ΣPBDE concentrations in waste small domestic appliances are significantly lower in 2019–20, with a similarly significant decline for TBBP-A in waste IT and telecommunications articles. In contrast, HBCDD concentrations in waste extruded polystyrene increased significantly between 2015–16 and 2019–20. For other waste categories studied, no statistically significant temporal trends are evident (p > 0.05). Fewer samples exceeded PBDE and HBCDD limits in 2019–20 (7.8%) than 2015–16 (8.7%), while exceedances for TBBP-A fell from 2.4% in 2015–16 to 0.57% in 2019–20. While comparison between the 2015–16 and 2019-20 datasets provide a preliminary indication of changes, further monitoring is required if the impact of legislation designed to eliminate HFRs from the waste stream is to be fully evaluated.

Brominated flame retardants (BFRs) are chemicals employed to lower the flammability of several objects. These endocrine disruptor chemicals are lipophilic and persistent in the environment. Due to these characteristics some have been restricted or banned by the European Union, and replaced by several new chemicals, the novel BFRs (NBFRs). BFRs are widely detected in human samples, such as adipose tissue and some were linked with altered thyroid hormone levels, liver toxicity, diabetes and metabolic syndrome in humans. However, the disturbance in lipid metabolism caused by BFRs with emphases to NBFRs remains poorly understood. In this study, we used a pre-adipocyte (3T3-L1) cell line and a hepatocyte (HepG2) cell line to investigate the possible lipid metabolism disruption caused by four BFRs: hexabromobenzene (HBB), pentabromotoluene (PBT), 2-ethylhexyl-2,3,4,5-tetrabromobenzoate (TBB) and hexabromocyclododecane (HBCD). For that purpose, proliferation and Oil Red O assays, as well as, medium fatty acids profile evaluation using Gas chromatography and RNA extraction for quantitative RT-PCR assays were performed. We detected a significant reduction in the proliferation of preadipocytes and an increased lipid accumulation during differentiation caused by HBB. This BFR also lead to a significant increased expression of IL-1β and decreased expression of PGC-1α and adiponectin. Nevertheless, PBT, TBB and HBCD show to increase lipid accumulation in hepatocytes. PBT also display a significant increase of PPARγ gene expression. Lipid accumulation in the cells can occur by diverse mechanisms depending on the BFR. These results highlight the importance of endocrine disruptor compounds in obesity etiopathogeny.

Urban transportation is one of the leading causes of air pollution in big cities. In-use emissions of vehicles are higher than the emission control certification levels. The current study uses a roadside remote sensing emission monitoring campaign to investigate (a) fraction of high emitters in the light-duty vehicle (LDV) fleet and their contributions to the total emissions, (b) emission inspection (I/M) programs' effectiveness, and (c) alternate fuel (natural gas) encouragement policy. LDVs consist of passenger or freight transport vehicles with four wheels equivalent to classes M1 and N1 of European union vehicle classifications. The motivation is to assess the current emission inspection program's success rate and study the impact of the increased natural gas vehicle market share policy. It is also meant to present and validate remote sensing as a possible backup method to the current I/M program.The emission remote sensing campaign was conducted to measure emissions of CO, HC, and NO of the LDV fleet. Fleet age, engine size, and fuel type (gasoline or natural gas) were extracted and correlated with emissions. It was found that CO and HC emissions are five times higher for cars more than fifteen years old of age compared to those less than five years old. Analyses of high-emitters showed that almost 20% of the fleet were high-emitters and responsible for roughly half of CO, HC, and NO emissions.The correlation between the I/M program and the remote sensing to identify high-emitters was weak. Which indicates the need for an improved I/M program. It shows that even a limited remote sensing campaign is beneficial as a complementary monitoring tool to the I/M program. The study showed the same fraction of high-emitters in natural gas (methane) vehicles, despite the national policies to increase natural gas vehicle fraction in the market for reduced emissions.

In compliance to European Union directives to reuse urban wastes as secondary fuels, the aim of present work was to investigate and control the environmental impact from disposal of ashes generated by combustion of a bio-solid, an olive by-product and their blend. Two waste materials were admixed with the ash and their performance as potential stabilizers was assessed. Metals and ions leached through a soil were measured.The results showed that dissolution of some alkaline substances raised the pH of water effluents, decreasing the extractability of heavy metals from the ashes. In some cases Cr and As leached reached hazardous levels. Upon addition of waste materials to ash, the concentration of Cr in liquid extracts was reduced by 35–97%, while that of Cu and As by 100%. All heavy metal values measured in the leachates were decreased to values below legislation limits. The mineralogy, the chemistry and the pH of solids involved were key factors for the retention of elements.

Edible cod liver products including cod liver oil and canned cod liver, sampled over the last five decades from the North Atlantic region, including the Baltic Sea were analysed for a set of persistent and toxicologically significant polychlorinated naphthalene (PCN) congeners with some of the highest relative potencies (dioxin-like toxicity) among PCNs. The targeted congeners showed a near-universality of occurrence in all samples apart from the most recent sample of cod liver oil which was assumed to be highly purified, as cod livers from the same period and location showed appreciable amounts of PCNs. The majority of dominant congeners in legacy technical PCN mixtures were absent or occurred in low concentrations, raising the possibility that congeners arising from combustion related sources may be acquiring a greater significance following the decline and elimination of PCN production. The apparent appreciation in the relative amounts of PCN#70 in the last three to four decades may provide support for this view. The PCN contribution to dioxin-like toxic equivalence (TEQ) that was estimated for these samples (range 1.2–15.9 pg TEQ g⁻¹) was significant in comparison to the EU regulated value of 1.75 pg TEQ g⁻¹ for dioxins in fish oils. Most of the TEQ was associated with PCNs 66/67, 64/68, 69 and 73. Although metabolic processes are likely to influence this distribution, the profile is a little different to that observed in the tissues of higher order animals where PCNs #66/67 and #73 may contribute approximately 90% to the summed TEQ.

The presence of xenobiotics in the aquatic environment has drawn scientific concern due to possible detrimental effects on the ecosystems. With EU Decision 2015/495, a first Watch list of compounds that could potentially represent a threat for the environment was created, with the objective of gathering high quality monitoring data and support their prioritization. Literature data are still very scarce and the presence of many of the compounds has not been investigated thoroughly. In this study, all the 17 compounds of the EU Watch list 2015/495 were monitored in 14 sampling locations, comprised of freshwater and, for the first time, wastewater. The study was carried out in the Ebro delta, in the north east of Spain, a representative and crucial area not only for its environmental and naturalistic significance, but also for Spain’s productivity, especially as regards rice agriculture. Results show that contamination originates both from wastewater treatment plants (WWTPs) and agricultural activities. High levels of pharmaceuticals were detected in wastewater, with azithromycin and diclofenac present at mean concentrations of 1.65 μg/L and 636 ng/L respectively. In freshwater samples, besides antibiotics and diclofenac, substantial contamination by pesticides was reported, with oxadiazon reaching up to 591 ng/L and imidacloprid being present in 93% of samples. Moreover, the study provided insight into the origin of the selected contaminants. The removal of the studied micropollutants in WWTPs was low to moderate. The assessment of risk quotients, calculated based on the available PNECs, demonstrated that the concentrations recorded for these compounds may pose a significant risk in most sampling sites.

Persistent organic pollutants (POPs) including PCDD/Fs, PCBs and organochlorine pesticides (OCPs) are among the most important and hazardous pollutants of soil. Food producing animals such as chicken, beef, sheep and goats can take up soil while grazing or living outdoors (free-range) and this can result in contamination.In recent decades, large quantities of brominated flame retardants such as polybrominated diphenyl ethers (PBDEs), short-chain chlorinated paraffins (SCCPs) and per- and polyfluorinated alkylated substances (PFAS) have been produced and released into the environment and this has resulted in widespread contamination of soils and other environmental matrices. These POPs also bioaccumulate and can contaminate food of animal origin resulting in indirect exposure of humans.Recent assessments of chicken and beef have shown that surprisingly low concentrations of PCBs and PCDD/Fs in soil can result in exceedances of regulatory limits in food. Soil contamination limits have been established in a number of countries for PCDD/Fs but it has been shown that the contamination levels which result in regulatory limits in food (the maximum levels in the European Union) being exceeded, are below all the existing soil regulatory limits. ‘Safe’ soil levels are exceeded in many areas around emission sources of PCDD/Fs and PCBs. On the other hand, PCDD/F and dioxin-like PCB levels in soil in rural areas, without a contamination source, are normally safe for food producing animals housed outdoors resulting in healthy food (e.g. meat, eggs, milk).For the majority of POPs (e.g. PBDEs, PFOS, PFOA, SCCP) no regulatory limits in soils exist.There is, therefore, an urgent need to develop appropriate and protective soil standards minimising human exposure from food producing animals housed outdoors. Furthermore, there is an urgent need to eliminate POPs pollution sources for soils and to control, secure and remediate contaminated sites and reservoirs, in order to reduce exposure and guarantee food safety.

The laboratory reproduction test with the predatory mite Hypoaspis aculeifer is currently a mandatory test in the new EU data requirements for prospective environmental risk assessment of Plant Protection Products (PPPs). However, the low sensitivity often shown by this mite towards PPPs, when compared to other invertebrates (namely Folsomia candida and Eisenia fetida), makes the test with this species not very useful in the lower tier test battery. However, the current test protocol only considers exposure to contaminants via contaminated soil, disregarding exposure via contaminated food and does not take into account the fact that H. aculeifer is a predatory species. Therefore, through this protocol, the toxicity of contaminants to soil mites might be underestimated and, thus, an adaptation of the test performance, by including exposure via contaminated food, may be necessary. With this aim, two reproduction tests with H. aculeifer were performed using copper chloride as model substance, artificial soil as test substrate and cheese mites as food. The OECD guideline was followed but, while in one test cheese mites from normal laboratory breeding cultures (clean prey mites) were provided, in the other test, cheese mites previously exposed to copper (Cu pre-exposed prey mites) were provided. Predatory mites were affected at lower concentrations in tests using Cu pre-exposed prey compared to test with clean-prey (NOEC = 1225 and 1508 mg kg⁻¹ and EC₁₀ = 1204 and 1903 mg kg⁻¹ using Cu pre-exposed and clean prey, respectively). However, this higher sensitivity was not detected by EC₅₀ values (EC₅₀ = 2634 and 2814 mg kg⁻¹ using Cu pre-exposed and clean prey, respectively). Further tests are needed in order to (i) investigate the relevance of oral exposure to different PPPs, (ii) optimize the contamination of prey mites according to the chemical properties of each substance and (iii) substantiate a proposal to adapt the standard protocol.

Investigating the nature of PM₁₀ is crucial to differentiate sources and their relative contributions. In this study we compared the levels, and the chemical and mineralogical properties of PM₁₀ particles sampled in different seasons at monitoring stations representative of urban background, urban traffic and suburban traffic areas of Naples city. The aims were to relate the PM₁₀ load and characteristics to the location of the monitoring stations, to investigate the different sources contributing to PM₁₀ and to highlight PM₁₀ seasonal variability. Bulk analyses of chemical species in the PM₁₀ fraction included total carbon and nitrogen, δ¹³C and other 20 elements. Both natural and anthropogenic sources were found to contribute to the exceedances of the EU PM₁₀ limit values. The natural contribution was mainly related to marine aerosols and soil dust, as highlighted by X-ray diffractometry and SEM-EDS microscopy. The percentage of total carbon suggested a higher contribution of biogenic components to PM₁₀ in spring. However, this result was not supported by the δ¹³C values which were seasonally homogeneous and not sufficient to extract single emission sources. No significant differences, in terms of PM₁₀ load and chemistry, were observed between monitoring stations with different locations, suggesting a homogeneous distribution of PM₁₀ on the studied area in all seasons. The anthropogenic contribution to PM₁₀ seemed to dominate in all sites and seasons with vehicular traffic acting as a main source mostly by generation of non-exhaust emissions Our findings reinforce the need to focus more on the analysis of PM₁₀ in terms of quality than of load, to reconsider the criteria for the classification and the spatial distribution of the monitoring stations within urban and suburban areas, with a special attention to the background location, and to emphasize all the policies promoting sustainable mobility and reduction of both exhaust and not-exhaust traffic-related emissions.
