Motivation tools for employees in regional municipal administrations of Lithuania

This article analyses the advantages of applicable measures of motivation, taking into consideration the internal environment of an organization as a whole and focuses on the impact of internal environmental factors upon the results of the organization. The paper is based on the survey results obtained by inquiring, municipal administration employees in Lithuanian districts in February-June 2010. The goal of the research was to propose and justify theoretical components for the motivation model of municipal administration employees. The major integrated groups of motivation measures that are the most influential to the factors of internal environment as the main results of research were identified. The authors focus on the positional adjustment of the combinations of motivation measures, in order to improve the motivation of municipal administration employees.

The term "competence" has not been clearly defined in the literature. Two meanings of the term have been identified. One refers to the outputs or results of education (training), but other - to the inputs or underlying attributes needed for a person to demonstrate competent performance. Each meaning has been used to describe both individual and organizational competences. A classification of the meanings of competence is given to show that the term has several meanings depending on the purpose for which it is used. Although competence is an important concept in education, it is unclear what competence is. Constructivism is a way out of the competence confusion - we don't search for one absolute true definition, but do use the competence concept for our own purposes. At the end of article a description (definition) of competence is given. This definition is appropriate to define inputs for undergraduate programmes and to improve student's lifelong and life wide learning competences while studying undergraduate study programmes.

The study looks at a non - traditional way of perception and assessment of urban landscape, using the photographic method. Advantages and disadvantages of this method have been explained. As an example, a complicated urban area with different landscapes types, including historical, aesthetical, functional and emotional aspects, has been studied. The territory in the existing functional zones was mapped. Typical or representative views of each functional zone were photographed. Out of 590 slides, 25 were chosen and presented on a wall in an auditorium. For each slide, six questions were asked, which represented a public perception of landscapes from the standpoint of Environmental Psychology. These were: the aesthetical value, harmony, order and sense of locality, variety of forms and diversity, secrecy, safety. The results show differences of perception between men and women, younger and older people, and locals and visitors. Most of the respondents were Latvian, and for that reason cultural and mentality aspect was one of the most important the results of this study. Almost everybody chose slides with harmonized, safe and greener space, which are the main features of the historical Latvian country yard.

Students experienced various challenges during the COVID-19 pandemic, e.g., distance learning, which caused limited faceto-face socialization opportunities with peers, leading to loneliness and anxiety. Loneliness and anxiety are known to be associated with psychological difficulties such as depression or lack of motivation, feelings of anxiety and difficulty concentrating on work, etc. COVID-19 also had an impact on the physical health of young people, such as back pain when sitting at the computer, eye pain and other difficulties. Although COVID-19 is no longer an issue, young people studying remotely during the pandemic are now our learners. Therefore, the aim of this study is to identify the emotional state of school youth at the moment and the impact of COVID-19 on their mental health, as researches show that three-quarters of all mental disorders appear before the age of 24. At this age, there are rapid changes in the body as well as the formation of personal identity. Based on these considerations, the Nordplus project ‘Methods for working with young people to ensure learning process resilienceʼ was initiated, in which surveys of students and teachers were organized, and six different educational institutions from three Baltic states participated in the study. Results show that students feel tired, anxious, and angry and have too heavy workload. Teachers think that physical activity, sports and help with studies could reduce the mental health problems of students, but for students, it is most important to spend more time with friends.

Covid-19 has affected the whole economy of Latvia, leading to various social and economic problems in the country. Social economy actors applying an innovative approach to solving social problems could make a significant contribution to improvement in social life, especially during the Covid-19 crisis and the post-crisis by supplying various services and products, helping the state to solve gaps that it cannot cope with without the help of the private or non-governmental sector. The research aims to describe the challenges faced by social economy actors in Latvia during Covid-19 and their responses to the crisis. The research employed case study analysis to describe the responses of 9 social economy organizations to mitigate the consequences of the crisis. The research found that Covid-19 had a negative impact on the performance of social economy actors faced by financial, organizational, social and psychological challenges, which overall did not significantly differ from those faced by other market actors in the particular situation. To solve the current problems in society and ensure their self-existence, social economy actors implemented an innovating strategy that focused on three priorities: new digital experiences, products and services in response to changes in customer behaviours and needs; development of new offers for a new or the current target group; new partnerships both within and outside the industry.

As the majority of well-known researchers (All right 1982, Jordan 1989, Morrow 1977 etc.) evaluate needs analysis as the starting point for any kind of teaching and learning ESP, and the new developments in educational psychology contributed to ESP (Chambers F., 1980 etc.) emphasize a learner-centreted approach, the first attempt for such kind of data collecting was made in the Faculty of Veterinary Science, Estonian Agricultural University (EAU).

One of the most important problems of modern education is low achievement in STEM (Science, Technology, Engineering and Mathematics) subjects. Poor performance in mathematics is a serious problem in many countries. In order to improve the effectiveness of mathematics studies, it is more important to improve such key factors as students’ learning self–efficacy and learning initiative. This study is devoted to students’ learning initiative and the factors influencing it. It is the insufficiency of students’ regular learning initiative in the study process that is the basis of the fact that students are not sufficiently prepared for the final exam. Based on the research results of the scientific literature, a questionnaire was created that investigated the students’ learning initiative and factors that could improve it – attitude towards mathematics studies, motivation, as well as emotional factors that are often related to Causal attributions. The research was conducted at Latvia University of Life Sciences and Technologies, surveying students of various specialties and various courses. Fisher’s exact test of independence is used to determine whether there is a significant relationship between two categorical variables – the respective factors and performance on the math completion test. The results show that one of the main causes is a low self–assessment of mathematics competence, which in turn affects motivation and attitude towards mathematics studies and slows down learning initiative.

Individuals’ emotional well-being is determined by several factors, including the ability to cope with daily stress and the ability to cope with various daily challenges. Ability of the management to provide favourable psychoemotional and psychosocial conditions within their team is particularly important. However, managers do not always have the knowledge and skills to lead their teams. For the development of the methodology, a study of the scientific literature on topical issue like healthy workplace was performed. The empirical part of the study is based on the results of the survey conducted Lithuania, Latvia, Estonia and Sweden within the Nordplus project ‘Dealing with anxiety during a pandemic to enhance adult well-being’ on the impact of COVID-19, as well as the training that would be necessary for the managers of companies or organizations to promote emotional wellbeing in the workplace. The comparative study was conducted from the perspective of both employees and managers. The results show that the impact of the COVID-19 pandemic on workplace and the well-being of employees was not strong for the respondents, depending mainly on the job position, the size of the organization and country. Managers and employees consider various psychological trainings essential.
