The importance of the LEADER programme 2007 – 2013 in the rural areas development in Poland

The article deals with the implementation of the LEADER programme in Poland. The aim of the paper was to present the influence of the LEADER programme 2007 – 2013 on rural areas development taking into account its objectives. This topic is current in the context of the Rural Development Programme 2007 – 2013 evaluation and search for effective tools for supporting rural areas. The results of research conducted in 2016 among residents and local action groups are presented. Firstly, the LEADER programme had little impact on the possibility of finding work outside the agriculture. Secondly, the realized projects have contributed to the improvement of the quality of life of the residents in rural areas, especially when it comes to meeting the needs of tourism and leisure. The programme was of great importance in underpinning social capital in the countryside, especially its behavioural and bonding dimension. It is very significant taking into account the low level of social capital in rural areas in Poland. An overall level of activity of rural residents and other entities increased, so as the propensity to engage in joint initiatives and the level of trust. The observed effects of the LEADER programme may in the future contribute significantly to the endogenous development of rural areas.

The paper aims at examining the levels of social cohesion and socio-economic dysfunctionality in former State Agricultural Farms (post-PGR) areas and at assessing the possibilities for initiating bottom-up actions, and for participating in the creation of mechanisms for local development. Data used in the study was obtained in multimethods approach, i.e. mainly during a questionnaire survey, in-depth interviews and observation concerning the financial situation and the social environment (social problems and cohesion), that is, the elements predicted to be the key factors obstructing effective corrective actions within local development. We have demonstrated that post-PGR areas should be treated as especially problematic not only because of their economic dysfunctionality, but mainly because of the complex social problems they experience (lack of local ties, hostility, aggression between neighbors). Such a difficult environment requires substantial interference which should take into account the problems specific to the population. The threat resulting from the heterogeneity of such communities should be a significant factor shaping the perception of local development problems.

A social security system must provide social security and support for all members of society, regardless of their age or financial situation. The elderly and disabled may face various health problems, physical and mental decline which may make them dependent on other people or on professional care. People with financial means lack the care they need; for example, older people who may not have family carers or who do not want to use commercial care services. In this case, an additional support system is needed to provide care for those with financial resources. A social program should be available so that these people can receive help from the state or the municipality. As life expectancy increases and older people become a larger demographic group in society, it is essential to provide adequate care and support for this group of older people. This includes medical and health care, as well as social care and emotional support. In this context, the state and society have a responsibility to provide appropriate care services and resources to ensure the dignity, comfort, and security for older people if they can afford private care. In old age, people deserve to live with dignity and quality care, regardless of their financial situation or social status. This requires care and attention by both the state and society to establish and maintain systems that guarantee that the needs of older people are met.
