Comparative analysis of sustainable development of Šiauliai, Telšiai counties and the Republic of Lithuania

The paper analyses sustainable development situation in Šiauliai and Telšiai counties between 2004 and 2013 and compares it with respective situation in the Republic of Lithuania. In order to provide an integrated assessment of the situation, the analysis employed the method of calculating sustainable development indices, close to the Compass method, often applied in research practice all over the world. The calculated indices of economic and social development and environmental state in Šiauliai and Telšiai counties and in Lithuania have shown changes in sustainable development during the period of 10 years. Integrated sustainable development indices, obtained by summing up economic and social development and environmental state indicators demonstrated that sustainable development situation in Šiauliai and Telšiai counties and the Republic of Lithuania between 2004 and 2013 was very similar. Due to the first EU investments between 2005 and 2007, a huge improvement of economic and social situation took place, environmental protection also improved. However, the global economic crisis of 2008 – 2010 decreased the sustainable development of Lithuania and the mentioned counties. In 2011 – 2012, the sustainable development situation started improving again, however, not in such big proportions as in 2005 – 2007. Recession in 2013, in fact, brought the level of sustainable development of Lithuania, Šiauliai and Telšiai counties down to the level of 2004. Conclusions provide generalisation of the research outcomes and possible sustainable development trends for Šiauliai and Telšiai counties.

The article analyses organizational internal and external environments, their possible correlations with 4 components of sustainability, and the principal determination models for sustainability of organizations. Based on the general principles of sustainable development organizations, a model for the determination of organizational sustainability has been developed. The use of self-organizing neural networks allows the identification of the external sustainability of each forest enterprise and the endeavour to explore vital, social, anthropogenic and economical efficiency. The determination of the forest enterprise external sustainability is expected to help better manage the external sustainability of forest enterprises and explain the reasons for a respective level of external sustainability.

Turkey has rich inland water sources, about 200 natural lakes, about 750 artificial lakes or ponds, about 193 reservoirs, 33 rivers and streams of 177,714 km length and 8333 km of coastal strips. Some lagoons covering of 70,000 ha in Aegean and Mediterranean coastal strips are very suitable for aquaculture. The main fish species cultured in Turkey are carp (Cyprinus carpio), rainbow trout (Oncorhynchus mykiss), Atlantic salmon (Salmo salar), gilthead sea bream (Sparus aurata), European sea bass (Dicentrarchus labrax), bluefin tuna (Thunnus thynnus), Blackl sea turbot (Pselta maxima), Mediterranean mussel (Mytilus galloprovincialis) and shrimp (Penaeidae spp). Aquaculture production of Turkey has grown steadily over the years from 5,782 t in 1990 to 63,000 t in 1999 and to 79,031 t in 2000. There are 1309 farms in inland water producing approximately 32,466 t of fresh water fish species and 352 farms at sea producing 40,119 t of sea fish species, mainly Gilthead sea bream and European sea bass.

The efficiency of solving of the state environmental protection policy and implementation of the environmental problems are closely related to identification of the existing problems of the environmental protection in a definite territory. In the rural territories this process depends on the process of agricultural production. In the society, alongside with the opinion about necessity of sustainable development there is also an opinion that the primary goal is to attain total economic increase even if it can damage the environment itself. Analyzing definite indices of the effect of agriculture on the environment, it is possible to evaluate changes in the development of the branch and the environmental condition as well as their mutual interrelation.

Although there is no consensus among scholars and professionals regarding the definition of the local food system, nevertheless, the local food systems or alternative food networks are no less important and suitable tool for solving environmental, economical (farmers’ and rural inhabitants’ income increasing) and social issues, and encouraging the further sustainable development of rural areas and communities. The aim of study is to assess the state and recent characteristics of the local food systems and its development in Latvia. The paper presents results of a study of the typology and categorisation of both the producers and distribution channels, and development of the local food systems as a whole, especially in Latvia. Various sources of materials and data have been used: the academic literature, legislation, reports and recommendations, as well as web pages, the internet and data from Food and Veterinary Service (FVS). The typology and categories of local food systems as well as short food supply chains are characterised, and its existence in Latvia is given. Besides, it is essential that the different kind of its merging organizations and projects supporting distribution of local food is implemented. The development of consumer groups for local food purchasing is important. While the requirements for small farmers–food producers are the same as those for large producers, the results suggest that during the recent years an increasing number of home-made food producers is observed.

The society has changed its habits, and public demand requires a more extensive offer of environmentally friendly goods and services on the market, including more products of plant origin. New plant-based products continuously appear on the market. As competition in the segment of plant-based beverages intensifies, brands are forced into differentiating their products by including elements of sustainable marketing in their marketing materials to induce consumers into making purchase decisions and purchases. This study aims to find out which sustainable marketing elements contribute to consumer decisions to purchase and consume plant-based beverages. The article presents the results and trends based on the 1st stage of the study – a pilot survey and structured in-depth expert interviews. The pilot survey identified the key sustainable marketing elements in consumer decisions to purchase plant-based beverages: product availability at food supermarkets; advertising at point of sale indicating price discounts; healthy product composition and raw materials; convenient in-store placement, price discounts and natural raw materials, etc. Based on the results of the pilot survey, there were changes made in the consumer questionnaire, and the 2nd stage of the study – a survey of the Latvian population to find out the complex factors affecting consumer buying decisions – was launched in February 2024.

One of the main objectives for the Baltic Sea regions is the harmonisation of the economic development and environmental sustainability. The identification of knowledge-intensive bioeconomy as one of the primary fields of the strategy for smart specialization (RIS3) in Latvia indicates the transition to sustainable and climate neutral approach for the development of Latvia. The strategy aims to promote a more sustainable and efficient use of natural resources, to create high added value, to promote coordination of export and economic interests with environmental protection. This is a multi-faceted and complex process. A scientifically sound approach is needed to develop the most appropriate solutions. The article examines algae biomass as a potential for renewable resources in the agriculture of Latvia in the context of sustainability. The research is aimed at exploring the potential of the Baltic Sea algae as a sustainable agricultural resource in Latvia, focusing on its impact on cultivated plants during the study. The potential is being assessed by conducting a practical study in two stages. The results of the study confirm the potential use of Baltic Sea algae as an agricultural resource in Latvia, which requires further evaluation of the effect of the liquid digestate fraction on crop green mass to determine its potential applicability in agriculture using algal biomass.

In recent decades, agricultural support policies in many countries have played an active role in promoting food production and reducing hunger and poverty. Remarkable achievements have been made globally in agricultural production, with rapid growth in output of agricultural products outpacing population growth. Populations’ food consumption has increased and the number of undernourished people has decreased significantly. Particularly in China, agricultural reforms that were initiated in the late 1970s have increased farmers’ incomes and improved dietary quality. By 2020, China had achieved a moderately prosperous society in all aspects and had eliminated hunger and poverty. This chapter reviews domestic and international agricultural support policies and their impacts. China's experience of developing agricultural support policies has been summed up in order to, on the one hand, provide a reference for other developing countries. On the other hand, China is now implementing new national development goals of nutrition and health, green and high quality development, common prosperity, and institutional opening.
