Making water pivotal in the design of food systems Texte intégral

Water plays a crucial role in our food systems and food security. However, the essential role of water for a functioning food system and the impacts of food systems on water availability and quality have not yet been adequately recognized. Due to a lack of coordination among water and food systems actors, there are siloed water, food security, and nutrition strategies. This paper presents the case to make water pivotal in designing food systems, laying out action perspectives for different actors to move toward what we call “water-responsible food systems”. This paper is based on input from many participants during workshops and existing literature. A food systems approach provides an excellent entry point to link food with water considering climate change and energy. Moreover, collective and cross-cutting actions between actors in food systems are essential to make decisive progress, as well as a common language and insight into the trade-offs of the multiple values of water for a clear prioritization of water use and allocation.

Managers of federal, state, local, and nonprofit organizations around the world are faced with the complex task of managing interconnected systems of scarce resources. One key example of this has been the recent research on the connections between water, energy, and food/agriculture, and the problem of managing these resources to be sustainable and reduce the likelihood of resource depletion. While engineering research has focused on achieving greater efficiencies in resource management, less attention has been given to issues of governance within the fragmented, decentralized, and polycentric systems that are responsible for resource delivery. The central question animating this paper is whether resource management decisions in water, energy, and food are siloed, and what theoretical frameworks can be leveraged to develop strategies to break down existing silos. Results from a survey of water agencies suggests that there is little communication between the water, energy, and food policy areas. If achieving greater nexus requires increased communication and repeated interactions, there is significant work to be done to re-think how policy and management are organized and conducted.

Our research contributes to understanding actionable knowledge for sustainability using a before-after intervention with fishing and farming community representatives in a situation of conflicting water, energy, food, and livelihoods priorities in rural Cambodia. We explain why reducing uncertainty and building consensus on action through participatory research could potentially catalyze new behavior that promotes sustainability and test how this happens in our intervention. The result is a new and much needed evaluation framework and method for behavioral change outcomes in sustainability interventions.
