Water, energy and food nexus of Indus Water Treaty: Water governance Texte intégral

Water, energy and food nexus of Indus Water Treaty (IWT) is presented in the light of water governance. The water governance doctrine refers to social, economic, administrative and political systems influencing the transboundary water use and management. Water governance means who gets what water, when and how much, and who has the right to water related benefits. Indus Water Treaty is cited to be one of the few successful settlements of boundary water basin conflicts that has stood the test of times since last six decades. Riparian states have opportunities of harvesting water, power and agriculture by compliance to accords in letter and spirit. IWT restrains both (India) and lower (Pakistan) riparian from pulling out of accord from fear of deadly consequences. IWT is founded on World Bank’s professionally prepared comprehensive terms and conditions keeping in mind future regional developments. This treaty has given control of three eastern rivers (Ravi, Beas and Sutlej) to India and three western rivers (Indus, Jhelum and Chenab) to Pakistan. IWT gives both countries genuine share of eastern/western waters for domestic use, agriculture and electricity generation using Run-of-River Plants, subject to observing minimum level of water flow into lower riparian at Head Marala Barrage. Water, energy and food nexus of this treaty bonds upper and lower riparian to comply with water governance principles. Upper riparian diverted 34 million acre feet (MAF) water out of eastern rivers before entering into Pakistan and launched run-of-river power plants spree on western rivers in last two decades. Restricting water flow to lower riparian in the name of pond filling needs attention. Unrestricted use of water in run-of-river power plants is pointed out to be a limiting factor in Indus Water Treaty. Continuum of cooperation has room for collaboration under Indus Water Treaty. India and Pakistan can sort out disputes by dialogue, in light of rights and needs, rather Harmon Doctrine.

As bio-ethanol is developing rapidly, its impacts on food security, water security and the environment begin to receive worldwide attention, especially within the Water–Energy–Food nexus framework. The aim of this study is to present an integrated method of assessing sweet sorghum-based ethanol potential in China in compliance with the Water–Energy–Food nexus principles. Life cycle assessment is coupled with the DSSAT (the Decision Support System for Agrotechnology Transfer) model and geographic information technology to evaluate the spatial distribution of water consumption, net energy gain and Greenhouse Gas emission reduction potentials of developing sweet sorghum-based ethanol on marginal lands instead of cultivated land in China. Marginal lands with high water stress are excluded from the results considering their unsuitability of developing sweet sorghum-based ethanol due to possible energy–water conflicts. The results show that the water consumption, net energy gain and Greenhouse Gas emission reduction of developing sweet sorghum-based ethanol in China are evaluated as 348.95 billion m3, 182.62 billion MJ, and 2.47 million t carbon per year, respectively. Some regions such as Yunnan Province in south China should be given priority for sweet sorghum-based ethanol development, while Jilin Province and Heilongjiang Province need further studies and assessment.

The U.S. Food Safety Modernization Act (FSMA) Produce Safety Rule (PSR) requires that farmers generate a Microbial Water Quality Profile (MWQP) from 20 samples per agricultural water source, taken over 2–4 years and five annual samples thereafter. Farmers must use the MWQP to ascertain a geometric mean (GM) of ≤126 CFU/100 mL and statistical threshold value (STV) of ≤410 CFU/100 mL of generic Escherichia coli. Farmers are responsible for collecting samples and paying for testing, incurring a financial and time burden. To determine if testing frequency can be reduced without compromising accuracy, water samples (n = 279) were collected from twelve sites in the U.S. Mid-Atlantic region from 2016 to 2018 comprising tidal brackish river, non-tidal fresh river, pond, vegetable processing, and reclaimed water. The GM and STV were calculated for all sites and water types using all samples, and for multiple sub-samples of <20 from each site and water type. A Monte Carlo simulation was used to determine the proportion of sub-sample sizes that yielded the same determination as the entire sample size of PSR standard compliance. Four sites, two pond and two reclaimed water sites, complied with PSR GM and STV requirements when using the entire sample set. When a water source's calculated GM and STV using the entire sample set hovered close to the PSR thresholds, sub-sample sizes approached the recommended 20 samples to reach a congruent compliance determination. However, 99% agreement was obtained with a sub-sample of five when the absolute difference between the GM and STV from total samples and the PSR thresholds was ≥2.6 and 4.5 log CFU/100 mL E. coli, respectively. These findings suggest that under certain conditions the MWQP may be generated with well below 20 samples, reducing the economic burden on farmers while still maintaining a representative MWQP.

A rapid and non-destructive method based in time domain reflectometry analysis (TDR), which detects and quantifies the water content in the muscle, was developed for the control of abusive water addition to octopus. Common octopus samples were immersed in freshwater for different periods (0.5–32 h) to give a wide range of moisture contents, representing different commercial conditions. Control and water-added octopus were analyzed with a TDR sensor, and data correlated with moisture content were used for calibration and method validation. A maximum limit of moisture content of 85.2 g/100 g in octopus is proposed for conformity assessment, unless the label indicates that water (>5%) was added. Calibration results showed that TDR analysis can discriminate control and water-added octopus, especially for octopus immersed for longer periods (32 h). In addition, moisture content can be quantified in octopus using only TDR analysis (between 80 and 90 g/100 g; RMSE = 1.1%). TDR data and correlation with moisture content show that this non-destructive methodology can be used by the industry and quality control inspections for assessment of octopus quality and to verify compliance with legislation, promoting fair trade practices, and further contributing to a sustainable use of resources.

Options were explored for fulfilling the legally required safety assessment for a widely applied epoxy/amine coating used for restoring corroded domestic drinking water supply systems. The coating was made up of two components mixed shortly before application, the first mainly consisting of bisphenol A diglycidyl ether (BADGE), the second of various amines. The analytically identified starting substances were all authorised, but only constituted a small proportion of the low molecular mass material left after curing and potentially migrating into water. Reaction products synthesised from constituents of the starting components (expected oligomers) could not be eluted from GC even after derivatisation, indicating that standard GC-MS screening would miss most potential migrants. They were detectable by size exclusion chromatography (SEC) after acetylation. HPLC with MS or fluorescence detection was possible for constituents including a BADGE moiety, but phenalkamines could not be detected with adequate sensitivity. Possibilities for determining long-term migration relevant for chronic toxicity are discussed. Analysis in water shortly after application of the coating overestimates migration if migration decreases over time and requires detection limits far out of reach. Analysis of a solvent extract of the coating is easier and provides an upper estimate of what could migrate into the drinking water over the years. However, to satisfy the regulatory requirements, components of the complex mixture need to be identified at lower proportions than those accessible. In vitro testing of the whole mixture for genotoxicity is expected to fail because of the required sensitivity and the glycidyl functions probably wrongly resulting in positive tests. The difficulties in dealing with this situation are discussed.

During the last decade, food, feed and environmental analysis using high-resolution mass spectrometry became increasingly popular. Recent accessibility and technological improvements of this system make it a potential tool for routine laboratory work. However, this kind of instrument is still often considered a research tool. The wide range of potential contaminants and residues that must be monitored, including pesticides, veterinary drugs and natural toxins, is steadily increasing. Thanks to full-scan analysis and the theoretically unlimited number of compounds that can be screened in a single analysis, high-resolution mass spectrometry is particularly well-suited for food, feed and water analysis. This review aims, through a series of relevant selected studies and developed methods dedicated to the different classes of contaminants and residues, to demonstrate that high-resolution mass spectrometry can reach detection levels in compliance with current legislation and is a versatile and appropriate tool for routine testing.
