Análisis de la concentración de la propiedad de los derechos de agua no consuntivos en Chile | Anlaysis of non consumptive water rights property concentration in Chile Texte intégral

Memoria para optar al título profesional de Ingeniera en Recursos Naturales Renovables | Los Derechos de Aprovechamiento de Aguas (DAA) no consuntivos en Chile, han sido foco de preocupación debido a los efectos que puede tener la oncentración de su propiedad. Esto llevó a una serie de procesos judiciales e institucionales que concluyeron en la emisión de un documento por parte de la DGA, donde se señala que la propiedad de los DAA no consuntivos no estaría concentrada. Sin embargo, muchos de los titulares de estos derechos corresponden a personas jurídicas que se conectan entre sí mediante relaciones patrimoniales que harían que esta atomización sea relativa. El propósito de este estudio fue evaluar la concentración de los DAA no consuntivos, describiendo su concentración patrimonial y territorial. La concentración patrimonial se evaluó identificando las relaciones patrimoniales de los 144 titulares de DAA con más de 16 m3/s. Para esto se consultaron en el Conservador de Bienes Raíces de Santiago, el Archivo Judicial y el Diario Oficial, los accionistas mayoritarios y directores de aquellos titulares que son sociedades comerciales, reagrupando aquellas que compartieran accionistas y/o más de 2 directores. Tanto a los datos iniciales como a los titulares reagrupados, se les aplicó el índice de Herfindahl Hirschman para evaluar la concentración de los DAA no consuntivos. Este índice se aplicó también para evaluar la concentración territorial, que se realizó con la información proveniente del Catastro Público de Aguas de la DGA actualizado a noviembre de 2013. Se encontraron relaciones patrimoniales en 32 titulares, reduciendo los grandes titulares de 144 a 124. La concentración de la propiedad del agua no consuntiva a nivel nacional alcanzó valores bajos de IHH, que si bien aumenta al doble con la reagrupación de titulares, no alcanza niveles concentrados con un IHH de 801 que representa un 69,0 % del volumen de agua en propiedad de 124 titulares. Respecto a la concentración territorial, se presentaron niveles moderados-altos de concentración en 10 de las 15 regiones del país, con entre 2 a 5 grandes titulares por región. Se concluye que si bien a nivel nacional existen niveles bajos de concentración de DAA no consuntivos, a nivel regional la concentración es mayor. Además se hace necesario revisar el CPA debido a inconsistencias de la información tanto de caudal como en los titulares encontradas en los DAA no consuntivos. A nivel de titulares, se debe profundizar en las sociedades accionistas para construir la red completa y transparente de conglomerados que poseen los DAA. | Non-consumptive water rights in Chile have been a concern because of the concentration of their property may cause. This has led to a set of judicial and institutional processes which resulted in the issuance of a document from the Dirección General de Aguas (DGA), which concludes that the non-consumptive water rights’ property was not concentrated. However many of the rights’ holders correspond to a legal entity who are connected together through ownership, making this concentration a debatable issue. Hence, the purpose of this study was to evaluate the concentration of non-consumptive water rights, describing their patrimonial and territorial concentrations. The patrimonial concentration was evaluated through identifying the property relationships of 144 holders which have water rights for more than 16 m3/s. The Conservador de Bienes Raíces de Santiago, the Archivo Judicial and the Diario Oficial were consulted for the main shareholders and members of companies’ boards those that shared main shareholders and/or at least 2 directors. Initial and regrouped information was submitted to the Herfindahl Hirschman Index (HHI) to evaluate the concentration of non-consumptive water rights. This index was also used to evaluate territorial concentration, using information from Catastro Público de Aguas (CPA) of DGA updated to November 2013. Holders were reduced from 144 to 124 with the 32 patrimonial relationships founded between them. The concentration of non-consumptive water rights showed low levels of HHI at national scale and although it doubled with the regrouping of owners, it did not reach concentrated levels with an HHI of 801 which represents 69,0 % of water flow owned by 124 holders. Regarding about territorial concentration, moderate and high levels of concentration were found in 10 out of 15 country regions, with 2 to 5 big holders per region. It is concluded that while at a national scale low levels of non-consumptive water rights concentration exist, the concentrations increases at regional scale. Also that CPA needs to be reviewed due to inconsistencies on the information regarding water flow as well as holders in non-consumptive water rights. At holders level, deeper research should be done to build a complete and transparent network of conglomerates that own the nonconsumptive water rights.

An experiment was conducted to determine water requirements of coriander Unapal Precoso related to fresh foliage yield and dry matter. Plants were sown in pots with 6 kg of soil and water depths of 140, 160, 200 (witness proposed by Vallejo y Estrada, 2004), 240 and 280 mm were applied. A random complete block design was used with 5 treatments and 4 replications, with 36 plants per experimental unit. Daily evapotranspiration measurements were made. Production of foliage and biomass was evaluated 35 days after sowing. Increased production of foliage was obtained with 200 mm of water depth, value associated with greater efficiency in water use (0.64 grams of dry matter per liter of water applied). The crop Kc was determined: 0.83 at the stage of germination, 1.12 in linear growth stage and 1.40 on the stage of forming flower stems and harvesting. | En casa de malla de la Universidad Nacional de Colombia sede Palmira (3° 30’ 45.6’’ N y 76° 18’ 29.911’’ O, 1050 m.s.n.m., 23.5 °C y 77% de HR) se midieron los requerimientos hídricos del cilantro (Coriandrum sativum L.) variedad Unapal Precoso y se relacionaron con el rendimiento de follaje fresco y materia seca. Las plantas fueron sembradas en macetas con 6 kg de suelo y por ciclo de cultivo se aplicaron láminas de agua de 140, 160, 200 (testigo propuesta por Vallejo y Estrada, 2004), 240 y 280 mm. Se utilizó un diseño completamente al azar con cinco tratamientos, cuatro repeticiones y 36 plantas por unidad experimental. Cada día, durante la fase experimental, se realizaron mediciones de evapotranspiración y cada 35 días después de la siembra se midieron las producciones de follaje y biomasa. La mayor producción de follaje se obtuvo con 200 mm de agua, valor asociado con la mayor eficiencia en el uso de ésta, medida como producción de MS, (0.64 g/lt de agua aplicado). En la etapa de germinación el coeficiente Kc del cultivo (relación evaporación real/evaporación de referencia) fue de 0.83, 1.12 en la etapa de crecimiento lineal y 1.40 en la etapa de formación de tallo floral y cosecha.

Collected blue-green algae (cyanobacteria) from freshwater sites throughout Tokat province and its outlying areas were isolated in laboratory environment and their morphological systematics were determined and also their species identifications were studied by molecular methods. Seven different species of blue-green algae collected from seven different sites were isolated by purifying in cultures in laboratory environment. DNA extractions were made from isolated cells and extracted DNAs were amplified by using PCR. Cyanobacteria specific primers were used to amplify 16S rRNA and phycocyanine gene regions using PCR. Phylogenetic identification of species were conducted by evaluation of obtained sequence analysis data by using computer software. According to species identification by sequence analysis, it was seen that molecular data supports morphological systematics.

The objective was to evaluate water physic-chemical variables of Tampamachoco Lagoon, Veracruz, Mexico, in different seasons during the period January 2009 to March 2010. Four sites were selected for sampling, La Mata de Tampamachoco, Potreros South Island, CFE and Pipiloya, variables such as: temperature, pH, percentage of oxygen saturation, salinity, electrical conductivity (EC), total dissolved solids (TDS) and transparency, were determined in situ. The physicochemical variables showed significant differences (P<0.05) between seasons except for transparency, while among the sampling sites no significant differences (P>0.05). The highest average of pH, percentage of oxygen saturation and SDT were in the winter of 2009, salinity and EC in the spring, summer temperatures. The lowest averages registered on summer were the percentage of oxygen saturation and EC. In autumn the pH, salinity, TDS and temperature in winter 2010. In relation to the sampling sites, variables showed a homogeneous behavior. According to the results of physicochemical variables registered during the sampling period Tampamachoco Lagoon, Veracruz, we conclude that their behavior is related to climatic variations | El objetivo fue evaluar las variables fisicoquímicas del agua de la Laguna de Tampamachoco, Veracruz, México, en diferentes estaciones climáticas durante el período enero de 2009 a marzo de 2010. Se eligieron cuatro sitios de muestreo, La Mata de Tampamachoco, Isla Potreros Sur, CFE y Pipiloya, determinándose in situ las variables de temperatura, pH, porcentaje de saturación de oxígeno, salinidad, conductividad eléctrica (CE), sólidos disueltos totales (SDT) y transparencia. Las variables fisicoquímicas mostraron diferencias significativas (P<0,05) entre las estaciones climáticas con excepción de la transparencia; mientras que entre los sitios muestreados no hubo diferencias significativas (P>0,05). Los promedios máximos registrados de pH, porcentaje de saturación de oxígeno y SDT fueron en invierno del 2009, la salinidad y CE en primavera, la temperatura en verano. Los promedios mínimos registrados en verano fueron porcentaje de saturación de oxígeno y CE. En otoño el pH, salinidad y SDT y en invierno 2010 la temperatura. En relación a los sitios muestreados, las variables mostraron un comportamiento homogéneo. De acuerdo con los resultados obtenidos de las variables fisicoquímicas durante el periodo de muestreo en la Laguna de Tampamachoco, Veracruz, se concluye que su comportamiento está relacionado a las variaciones climáticas.

Los seres humanos afectan los ecosistemas, por lo que es importante determinar las alteraciones que provoca en los servicios ambientales de las cuencas hidrológicas y los bosques. El objetivo del estudio es evaluar los efectos antropogénicos de los usuarios del agua e identificar tanto los servicios ambientales proporcionados por los ecosistemas, como las actividades sociales y económicas, para impulsar estrategias que contribuyan al manejo del agua. El eje del trabajo se centra en el manejo integral de cuencas, ya que el agua es el recurso articulador para el funcionamiento de los ecosistemas, central para la vida de los seres humanos y para la producción de bienes y servicios. Para analizar los efectos antropogénicos, se elaboró una matriz de impacto ambiental, tomando como base la matriz de Leopold (1971), en la cual se establece la relación causa-efecto; además de estimar su intensidad, temporalidad, espacialidad y reversibilidad. Las actividades que desempeñan los usuarios del agua en la microcuenca del Río Pixquiac, tienen en su mayoría impactos de carácter adverso, aunque a diferente escala de intensidad y espacialidad. En cuanto al criterio de temporalidad, una tercera parte de los impactos son permanentes. Se determina que es fundamental desarrollar estrategias de gestión, que permitan tanto el cuidado como la conservación del agua y los bosques, con el propósito de amortiguar la degradación de los ecosistemas y asegurar el bienestar de la población a escala intergeneracional. | Human beings affect ecosystems, therefore it is important to evaluate the impact that their activities have upon the water basins, forests and on their environmental services. The aim of this paper is to evaluate anthropogenic effects of water users and identify environmental services provided by ecosystems, as well as social and economic activities, in order to promote strategies that contribute to an adequate water management. The main objective of this work is the integrated basins management, given that water is an indispensable resource for the working of the ecosystem, crucial to human lives, and central for the production of goods and services. In order to analyze anthropogenic effects, an environmental impact matrix was developed, based on Leopold's (1971) Matrix, in which the cause-effect relationships are established; besides estimating their intensity, temporality, spatiality and reversibility. Activities of water users in the Pixquiac River micro-basin tend to have a negative impact, although their intensity and spatiality varies. Regarding temporality, a third of impacts are permanent. Thus, it is fundamental to develop management strategies that enable protection and conservation of water and forests, in order to face environmental degradation and guarantee the trans-generational wellbeing of human populations.

En este estudio, se exploró la fotosensibilización del semiconductor TiO2, mediante un colorante comercial, con el objeto de aumentar sus propiedades catalíticas. Se evaluaron los siguientes parámetros: la concentración de colorante, el tiempo de sensibilización del semiconductor, la cantidad de moles de colorante adsorbidas sobre el semiconductor y el corrimiento de la absorción de la radiación del catalizador modificado hacia la región del espectro visible. Finalmente, se realizaron pruebas de la actividad fotocatalítica del catalizador modificado en la degradación del contaminante modelo (fenol). Se obtuvo una eficiencia de remoción de 33,85% de la concentración inicial de fenol, comparada contra 18,98% usando TiO2 sin modificar. La fotosensibilización del TiO2 con colorantes comerciales aparece como una alternativa técnica y económicamente viable, para incrementar las propiedades fotocatalíticas del TiO2.<br>In this study, the photosensitization of TiO2 semiconductor with a commercial dye in order to increase its catalytic properties was explored. The following parameters were evaluated: the dye concentration used on the sensitization, the semiconductor sensitization time, the amount (unit: mol) of the dye, adsorbed on the semiconductor and the radiation absorption shift on the modified catalyst towards the visible spectrum region. Finally, the photocatalytic activity of the modified catalyst through the degradation of a pollutant model (phenol) was tested. A removal efficiency of 33.85 per cent of the initial concentration of phenol, compared to 18.98 per cent using unmodified TiO2 was obtained. Photosensitization of TiO2 with commercial dyes appears to be a technically and economically feasible alternative, which can be adopted as an option to increase the photocatalytic properties of TiO2.

Este trabalho teve por objetivos quantificar a evaporação da água na superfície do solo, em plantio direto e em preparo convencional, e avaliar o uso de microlisímetros de pesagem para medir esse processo. As medições foram feitas em campo, nos verões de 2001/2002, 2002/2003 e 2004/2005, em experimentos irrigados e não irrigados. Utilizaram-se delineamentos inteiramente casualizados, com quatro repetições, cujos tratamentos consistiram de sistemas de manejo do solo – plantio direto e preparo convencional –, e a presença ou ausência de cultivo de milho. Mediu-se a evaporação diária durante períodos de secagem do solo, entre precipitações ou irrigações consecutivas. Em experimentos sem irrigação, a evaporação acumulada foi maior sob plantio direto, na maioria dos períodos de medição, independentemente da presença da lavoura de milho. Nos experimentos com irrigação, a evaporação não apresentou diferenças regulares entre sistemas de manejo de solo. Normalmente, no início dos períodos de medição, com dois a cinco dias de secagem do solo, a evaporação foi maior em solo sob preparo convencional, tendo-se tornado maior em plantio direto, no restante do período de secagem. O emprego de microlisímetros de pesagem é eficiente para medir a evaporação na superfície do solo. | This work aimed to quantify the evaporation of water on the soil surface under no‑tillage and conventional tillage systems, and to evaluate the microlysimeters use to measure this process. Measurements were performed in the field, during the summers of 2001/2002, 2002/2003 and 2004/2005, in experiments with and without irrigation. Completely randomized designs were used, with four repetitions. The treatments consisted of no‑tillage and conventional soil tillage systems, in the presence or absence of corn cultivation. Evaporation was measured daily, during drying periods between precipitations and consecutive irrigations. Without irrigation, accumulated evaporation was greater under no tillage system, in most measuring periods, irrespective of the presence of corn cultivation. In experiments with irrigation, evaporation was similar in both types of soil management systems. Normally, at the beginning of the measurement periods, within two to five days of drying, evaporation was higher in soil under conventional tillage and, subsequently, it became greater in soils under no tillage system. The use of microlysimeters proved to be efficient to measure the evaporation at the soil surface.

As doenças relacionadas com a água são importantes problemas de saúde pública no Brasil e em diversas partes do mundo. Dentre estas, destacam-se as parasitoses intestinais ou enteroparasitoses, por se associarem freqüentemente a quadros de diarréia crônica e desnutrição, acometendo, principalmente, as faixas etárias mais jovens. O presente trabalho objetivou realizar pesquisa sobre enteroparasitas no município de Viçosa em três cortes populacionais de crianças menores de sete anos de idade, buscando associar o achado positivo a fatores socioeconômicos e de saneamento local e à condições sanitárias do domicílio. Adicionalmente, os resultados positivos para protozoários intestinais foram analisados considerando a qualidade da água distribuída por diferentes sistemas de abastecimento e a presença de Giardia e Cryptosporidium em amostras de água bruta e tratada. A pesquisa de enteroparasitas, em amostras de fezes, foi realizada através da técnica de sedimentação espontânea em água, e a pesquisa de cistos de Giardia e oocistos de Cryptosporidium, em amostras de água, pela técnica de concentração por floculação com carbonato de cálcio e visualização por imunofluorescência direta (IFD). Também foi realizada pesquisa de Giardia e Cryptosporidium em amostras fecais por concentração com formalina e acetato de etila e visualização por IFD. A avaliação da qualidade da água distribuída foi realizada a partir da análise de dados secundários fornecidos pelos responsáveis pelos sistemas de abastecimento, considerando os parâmetros coliformes, turbidez e cloro residual livre. A prevalência média geral de enteroparasitas encontrada foi de 37,2% e 15,4%, 51,4% e 38,2%, para os grupos 1, 2 e 3, respectivamente. O grupo 2 apresentou 5,81 vezes mais chances de resultado positivo para enteroparasitas que o grupo 1; para o grupo 3, essa chance foi de 3,40 vezes. Os organismos identificados foram Ascaris lumbricoides (15,2%), Entamoeba coli (12,6%), Giardia lamblia (8,4%), ancilostomídeos (1,0%), Entamoeba histolytica (1,0%) e Strongyloides stercoralis (0,5%). Não foram encontradas associações estatisticamente significativas para as variáveis sexo , faixa etária , freqüenta creche ou escola , embora tenha sido observada tendência crescente da prevalência média nos grupos 2 e 3 com o aumento da idade e a maior prevalência média de protozoários entre as crianças que freqüentavam creche ou escola, além de maior prevalência média de helmintos entre as que não freqüentavam. Também não se verificou associação com variáveis de saneamento local e condições sanitárias do domicílio. A variável renda familiar esteve associada ao resultado positivo para enteroparasitas, sendo que os estratos sem renda , 1 a 3 SM e =ou< 1 SM apresentaram as maiores chances de resultados positivos, 12,5, 6,11 e 5,38, respectivamente. A pesquisa de Giardia e Cryptosporidium em 103 amostras fecais, pela técnica de IFD, identificou 9,7% de amostras positivas para Giardia e nenhuma amostra positiva para Cryptosporidium. Nas amostras de água bruta foram identificadas amostras positivas nos meses de dezembro/2002 e fevereiro/2002 (11,25 e 30,0 cistos/L) para Giardia e dezembro/2002 a abril/2002 (3,75 a 20,02 oocistos/L) para Cryptosporidium. Não foram detectadas amostras positivas para protozoários na água tratada distribuída pelos sistemas de abastecimento utilizados pela população estudada. A partir da pesquisa de protozoários e da avaliação dos dados do controle da qualidade da água desses sistemas, concluiu-se que a água distribuída se apresentou adequada ao padrão de potabilidade (coliforme, turbidez e cloro residual livre) expresso na legislação brasileira (Portaria MS no 1.469/2000). Considerando a água distribuída pelos sistemas de abastecimento do município, seu papel como veículo na transmissão de protozoários intestinais parece não ter sido relevante nas condições estudadas. Outros mecanismos de transmissão (pessoa a pessoa e consumo de hortaliças contaminadas) podem, possivelmente, apresentar papel mais significativo na manutenção dos ciclos de transmissão desses agentes nessa população. | Water related diseases are important problems of public health in Brazil and worldwide. Amongst these, intestinal parasitoses or enteroparasitoses are distinguished because they are frequently associated to chronic diarrhea and malnutrition, striking mainly younger age groups. The objective of this work was to investigate enteroparasites in the municipal district of Viçosa in three population sectors of children under seven years old, associating positive findings to socioeconomic and local sewerage factors and to sanitary dwelling conditions. Additionally, positive results for intestinal protozoa were analyzed considering quality of water distributed by different supply systems and presence of Giardia and Cryptosporidium in samples of treated and nontreated water. Enteroparasites investigation in feces samples was carried out through water spontaneous sedimentation technique and the investigation of Giardia cysts and Cryptosporidium oocysts, in samples of water through concentration by calcium carbonate flocculation and direct immunofluorescence (IFD) visualization. Investigation of Giardia and Cryptosporidium in feces samples using concentration with formalin and ethyl acetate and visualization by IFD. The evaluation of the distributed water quality was performed by analyzing secondary data supplied by people in charged of the supply systems, considering the parameters coliforms, turbidity and free residual chlorine. The average prevalence of enteroparasites was 37.2 % and 15.4%, 51.4%, and 38.2% for groups 1, 2 and 3, respectively. Group 2 presented 5.81 times more likely of positive finding for enteroparasites than grupo1; for group 3 the chance was 3.40 times. Organisms identified were Ascaris lumbricoides (15.2 %), Entamoeba coli (12.6 %), Giardia lamblia (8.4 %), ancylostoma (1.0 %), Entamoeba histolytica (1.0 %) and Strongyloides stercoralis (0.5 %). No statistically significant associations were found for variables gender , age group , nursery or school attendance , although an increasing tendency of the mean prevalence has been observed in groups 2 and 3 with increasing age and larger mean prevalence of protozoa among children attending school or nursery, as well as larger mean prevalence of helminthes among those not attending. Also, no association was verified with the variables local sewerage and sanitary dwelling conditions. The variable family income was associated to positive finding for enteroparasitas with the strata without income , 1 to 3 MW , and =or< 1 MW presented the largest chances of positive results, 12.5, 6.11, and 5.38, respectively. The investigation of Giardia and Cryptosporidium in 103 feces samples, using IFD technique, identified 9.7 % of positive samples for Giardia and no positive sample for Cryptosporidium. Positive samples were identified in nontreated water samples in December/2002 for Giardia and February/2002 (11.25 and 30.0 cysts/L) and December/2002 to April/2002 (3.75 to 20.02 oocysts/L) for Cryptosporidium. Positive samples for protozoa were not detected in the treated water distributed by the supply systems and used by the population studied. Results of protozoa investigation and evaluation of water quality control data in these systems led to the conclusion that the water supplied met the drinkability standards (coliform, turbidity and free residual chlorine) expressed in the Brazilian legislation (Law no 1.469/2000 MS). In the conditions of this study, the role of the water distributed by the city s supply systems as vehicle in intestinal protozoa transmission does not seem to have been important. Other transmission mechanisms (person to person and polluted vegetables consumption) might present a more significant role in the maintenance of the transmission cycles of those agents in the population.

A curva de retenção de água do solo é essencial para o estudo das relações solo-água. A escolha do número e da combinação de pontos a serem levantados para o seu traçado normalmente é feita de forma arbitrária. O objetivo deste trabalho foi definir o menor número e a melhor combinação de pontos de tensão que resultem na descrição da curva de retenção de água de solos do Cerrado. Utilizaram-se cinco curvas de retenção de diferentes solos como referência, cada uma com 15 pontos medidos pelo método da centrífuga e ajustada ao modelo de Genuchten. A partir desses 15 pontos, 385 curvas foram geradas para cada solo, com seis, sete, oito e nove pontos, a fim de serem comparadas com a curva de referência. A análise da distribuição estatística da soma de quadrados dos erros padronizados, entre as curvas geradas e as respectivas curvas de referência, permitiu definir um modelo de probabilidade que serviu como instrumento para a escolha das melhores combinações de pontos de tensão. A combinação definida pelos oito valores de tensão de 1, 3, 6, 10, 35, 84, 611 e 1.515 kPa é a recomendada para o levantamento das curvas de retenção de água de solos do Cerrado.<br>Soil-water retention curve is essential in studying soil-water relations. The objective of this work was to define the least number and the best combination of the necessary tension points to describe the adequate soil-water retention curve of Cerrado soils. Five soil-water retention curves from different soils were utilized and taken as a reference, each one described with 15 points, measured by the centrifuge method and fitted with Genuchten model. For each soil sample, 385 curves were generated with six, seven, eight, and nine points, in order to be compared with the reference curve. The statistical distribution analysis of the sum of the normalized square error between the generated curves and the respective reference curve allowed defining a probability model that was used as a tool for choosing the best combinations of the tension points. The combination defined by the eight tension values of 1, 3, 6, 10, 35, 84, 611 e 1.515 kPa is recommended for describing soil-water retention curve for Cerrado soils.
