Nemunas loops regional park formation and application possibilities of digital map

In order to preserve protected areas and to reduce their devastation, it is important to know the most common violations of these areas. The created map will provide the information about areas where the damage occurs most often. The Nemunas Loops Regional Park was selected for the research, the main aim of which was to identify the most common violations and the most problematic areas. The objectives of this research were to carry out a detailed analysis of violations in the Nemunas Loops Regional Park and protected areas for 2007- 2014 period of time and to create a dot distribution map of these violations. The main tasks were the following: 1) to review the aim of the Nemunas Loops Regional Park establishment, prohibited and promotional activities, 2) to carry out the classification of violations in these areas during 2007-2013 according to the Code of Administrative Offences of the Republic of Lithuania, 3) to group the violations of 2007-2013 according to the timing and to create a dot distribution map in order to provide its application possibilities. The study led to the following conclusions: most violations were made contrary to the requirements of the protected areas (Clause 76). For instance, arbitrary constructed mobile homes, environmental pollution, violations of visiting regime in the nature reservation, water protection requirements (Clause 55), parking a car in the protected area of the water reservoir, agricultural land, storing agricultural equipment which is not used etc. The map highlights the most problematic areas where violations occur every year. These are: Punios Šilas Strict Nature Reserve and the areas around it, Pociūnai and Balbieriškis towns, Birštonas. In 2014 the form of reports was changed and it was not possible to analyse the violations in detail. It was a negative factor for this research because no accurate violations and areas could be recorded. For this reason the map was not created. 230 various violations happened in the Nemunas Loops Regional Park during the period of 2007-2014. The created map can be used as an additional measure for prevention of violations.

Under the conditions of a global reduction in forest areas and climate change, it is important to preserve as many tree-covered areas as possible and understand change trends. The article purpose – aims at identifying forest area change trends of 19th –20th c. in the current forest land of the eldership Raudonė. In the research, historical topographic maps compiled during different periods, and 2019 data from the forest registry are used. The research method of a comparative analysis is employed. The change in forest areas was analysed, and forest areas that remained unchanged for 200 years were identified. The comparison of current forest areas reflected in the cadastral data and forest areas of the considered period allowed identifying the tendency of assigning land the purpose of forest land. During the research, the period with largest forest areas was determined to be the 19th c., and with the smallest – 1st half of the 20th c. During the Soviet period, forests areas were increasing, but did not achieve the same level as in the 19th c.

Nowadays, various types of geodetic measuring instruments are available in surveying. When conducting a survey of a terrain, surveyor must choose a survey method that is capable of providing high precision measurements. In the surveying process, it is possible to use the following measurement methods − tachymetric survey method, positioning method and remote sensing method. Each of the methods produces data formats that can be used further for volume calculations. The paper analyses the volume differences that are obtained when using various survey methods and volume calculation programs to obtain the surface model. The use of such a tool is important for useful mineral miners, so that surveyors make qualitative surveys and obtain accurate and reliable volumes. Useful minerals miners are required to report annually on their mining volume for a specified period. The useful minerals miners shall at all time keep records of the quantities of minerals actually extracted. Regardless of the type of accounting, topographic surveying and the calculation of volumes, if mineral is extracted in mineral deposits of national importance, more than 50 000 m**3, are required (Augstas detalizācijas topogrāfiskās…, 2012). High-quality and accurate topographic survey is needed to create the most realistic surface model appropriate to the terrain. It is defined that the difference between the volumes obtained from the recording of vehicle loads should not be more than 5% when comparing the result of the mineral extraction from topographic surveys (Derīgo izrakteņu ieguves…, 2012; Noteikumi par valsts…, 2018). Nowadays, various measurement methods can be used to obtain data from which a surface model can be generated, and this model can then be used for volume calculations. The surface model is a set of points where, in addition to plane coordinates (x and y), there is also altitude (z) known (Luukkonen, 2011). Each measurement method has its own different measuring instruments that can be used, each method has its own operating principles, on which the quality and accuracy of the obtained data depends.

Currently, the issues of the use and transfer of state land remain quite relevant in Lithuania. According to the data of January 1, 2019, more than 10 percent of the country's territory has not yet been formed and not authorized for use. A large proportion of unauthorized state land is located in major cities in the country. Only a few municipalities in Lithuania have detailed state land use planning. One of them is Panevėžys City Municipality, where, with the help of EU funds, detailed and special plans have been prepared for almost all state land and the municipality is actively looking for ways to encourage residents to become more actively involved in the process of land ownership or use. Detailed territorial planning documents for this municipality were prepared in three stages. Territories near public buildings, apartment buildings, former problem areas were planned. These plans are important for the development and renovation of engineering infrastructure, urban green spaces, management of residential areas, well-being of the population, and so on. Territorial planning documents are an important tool for the sustainable development of territories. The recent adjustment of the detailed plans is based on the principle of continuity. Effective real property management creates good conditions for investors, improvement of infrastructure and living conditions, and replenishment of municipal budget and so on.

Analysis of the condition of the Agila Dune is presented in this Article. The analysis is based on data collected during accurate geodetic measurements using LIDAR technology. The current state of the Agila Dune was compared to the data of the previous year's LIDAR points in order to ensure the reliability and value of the research. In the course of the study, eleven cross sections were compared by height differences with previous year‘s measurements. The condition of the Agila Dune was found to be the worst in three cross sections. First cross section‘s erosion measured at 13,98 meters, erosion in the fifth cross section – 9.90 meters, and erosion in the eighth cross section – 11.34 meters. The main reasons for the deterioration of the natural values of the Kursiu Nerija National Park are climate, wind, high visitor flows and the persistent failure to carry out comprehensive research. Therefore, in order to preserve these unique natural values, it is important to collect large-scale and high-precision data on the status of these values, to systematize, to analyse and take appropriate protective measures.

The media frequently refers to the concept of abandoned land. The reasons for its occurrence are discussed and the ways to diminish the problem are being searched for. Various sources of information were used for the research. They enabled the authors to identify the concept of abandoned lands. In addition, the situation of abandoned lands was analysed and causes of occurrence of such lands in one cadastral area of mid-Lithuania municipality were defined. According to the set of data, concerning abandoned lands (AŽ_DRLT), the data, provided in the mentioned data set and the data obtained during field testing were compared. The survey of the terrain was conducted in the early autumn of 2013 and repeated in the late spring of 2014. In order to find out why the land was abandoned, the surveyor of cadastral area was additionally interviewed. On the basis of the latest data of 2014, 123 spaces of abandoned lands, which occupy 59.74 ha, were found in Sujainai cadastral area. Having analysed the set of abandoned land data, it was identified that boundaries of 95 abandoned plots corresponded to the situation in the area, whereas boundaries of 28 areas should be corrected. Moreover, the abandoned areas that had not been marked were found while the land abandonment in the terrain was obvious. Although the amount of abandoned land is decreasing in both the area analysed and throughout Lithuania, the situation is not favourable. Having conducted the research, it was found that the main reasons for land abandonment in Sujainai cadastral area were as follows: poor fertility in non-productive lands (up to 32 points) and reclamation; no potential land consumers, purchasers or tenants of land areas of high productivity or it is complicated and expensive to pursue agricultural activity there.

The need for recreational territories in urban areas has recently become increasingly relevant. In order to create and develop an effective urban green space system, it is necessary to study its main structural components. The aim of the research is to perform the analysis and evaluation of recreational territories of Biržai town. During the research, the territory of Biržai town, green spaces were analysed, the main cadastral data of recreational territories as real estate objects were determined: areas, land use purposes, land use types, special land use conditions and easements. The influence of cadastral indicators in adapting objects to recreation and tourism has been determined. Possibilities of recreational activities in Biržai town were evaluated. Following the SWOT, a generalized analysis of the situation was provided. The performed research revealed that the town of Biržai is dominated by built-up and water-occupied territories. The areas of the territories intended for recreation do not correspond to the areas provided for in the Master plan of Biržai town. The green space system is uneven; the recreational territories do not ensure a full life for the townspeople. The town lacks green spaces adapted to various activities, and the integration of water bodies into the urban living environment is moderate. It is proposed to activate communities in the development of living environment in Biržai.

Land consolidation is an important stage for agriculture and rural development. During the land reform, parcels of irrational size and shape were formed, which became difficult to cultivate efficiently. In essence, land consolidation projects must primarily be developed in areas with large, viable farms, and land parcels forming land holdings are not compact, distant from each other and from centres. Land consolidation projects have been under development for many years, but it is appropriate to pay attention to the expediency of implemented projects. Land consolidation goals and procedures vary from country to country, as the development of this procedure in each country is determined by historical trends, culture, traditions and land consolidation legislation. Many of those who have analysed this topic emphasize the need for consolidation, but it is very important that landowners understand the importance of this process and make sure of its opportunities and benefits. Land consolidation must be designed so that the benefits of the project are higher than the results of the conversion works before the project. The purpose of this article is to compare land consolidation projects which were prepared in different areas of Lithuania. Two objects of the research in which land consolidation projects had been carried out and implemented in 2013 were selected, where the number of sites in units decreased: 41.8% in one project and 28% in the other. Changes in parcel configuration were also noticeable, when in one of the projects analysed even 92 per cent of land parcels have become regular − close to rectangular − shapes. The average size of land parcels in this project increased from 5.32 ha to 9.14 ha.

The average land productivity score is about 41.8 in the Republic of Lithuania. However, in separate regions it ranges from 30.5 to 55.1. The research object is agricultural utilities in rural municipalities of the Republic of Lithuania. The analysis of land use plan fragments in the selected areas shows that land is abandoned mostly in land areas where non-productive land or hilly relief prevails. Having improved conditions of land use, about 44 % of abandoned agricultural utilities can be transferred into intensive farming.

The article presents the analysis of the current situation of the forest area in Alytus and Vilnius Counties. Comparative, analytical as well as statistical and logical analysis methods were used for the investigation. The aim of the investigation is to carry out the analysis of the Alytus and Vilnius Counties forest area during the period between the years 2006 and 2018. The object of the investigation – Alytus and Vilnius Counties forest area. Tasks of the investigation: 1. To describe the status quo of forest in Alytus and Vilnius Counties. 2. To analyze and compare the forest area change in Alytus and Vilnius counties during the period between the years 2006 and 2018. The study found that forests prevailing in Alytus and Vilnius Counties are 50–59 years old. It was determined that pine trees prevail in Alytus County (71.05 percent) and in Vilnius County (16.38 percent) as well. The type of ownership prevailing in both Alytus and Vilnius counties is the forests of state significance managed by forest enterprises, national parks and state reserves. In Alytus County, during the period between the years 2006 and 2018, the forest area decreased by 4123.16 ha or 1.55 percent, in Vilnius County increased by 9593.16 ha or 2,35 percent.
