An Analysis of Agricultural Productivity Determinants in Transition Countries

This paper aims to conduct an analysis of agricultural productivity changes and its determinants in transition countries, and derive implications for their agricultural policies. The study uses data on agricultural productivity changes in 22 transition countries from 1992 to 2007. The analysis relies on the stochastic frontier analysis (SFA). We also investigated the impacts of political factors and initial conditions on agricultural productivity changes in transition countries. We identified three implications for agricultural reform in transition countries. First, it is advisable that the forfeited land during the process of land reform be returned to the original owner. Second, policies and institutional plans are needed for a smooth transition into market economy. Third, initial conditions of individual country experiencing transition must be explicitly taken into consideration in transition policies.

One of the main arguments against agricultural trade liberalization in India is that the markets are not sufficiently integrated. The present study makes a systematic attempt to assess the extent and degree of integration among select agricultural markets in India. We have used the common factor representation of the cointegrated series, called Gonzalo–Granger (G–G) model, to assess the extent of market integration. Degree of market integration has been assessed using the persistence profile approach. Our results indicate that the commodity markets that do not face inter-state or inter-regional movement restrictions, like gram and edible oils, appear well-integrated. On the contrary, rice market, subject to the maximum inter-state movement restrictions, does not show integration at the national level. The broad implication of the study is that the markets can play a more effective role if supplemented with more open policy initiatives.

The occurrence and structure of associations and communities of aphids (Hemiptera: Aphididae) in different types of midfield thickets (boundaries, bushes and "forest islands") characteristic of the Lower Vistula River Valley region are described. The study shows that midfield thickets in an agricultural environment are more attractive to aphids than those in a landscape park. It indicates that aphids choose sites with a superior availability and quantity of food and where midfield thickets border a large area of fields under cultivation. Midfield thickets are habitats which are either not inhabited by aphid species considered to be plant pests, or are treated by them as sites for further dispersal. Moreover, the aphids are often subspecies not regarded as pests, as in the case of Aphis fabae, or they feed mainly on herbaceous plants, like Hyalopterus pruni, which is most commonly recorded on common reed.

The aim of the study is to analyse the impact of a reduction in investment in the agricultural sector and the exchange terms degradation on the farmer’s situation from the standpoint of income and standard of living. In order to examine the relationship between the degradation of exchange terms, a decline in public investment and the slow increase in farmer’s income, a time series data sample design was adopted on the basis of an on-going household consumption and budget survey series initiated in 1975. The variables used in both the descriptive and analytical analyses are: the price of primary inputs and agricultural products, the public investment in the agricultural sector and the evolution of farmer income. Results from descriptive analysis highlight a degradation of the farmer’s purchasing power and an unfavourable distribution of growth to employees in this sector. Econometric analysis shows a structural change in the data between the structural adjustment period (mid-1980s until mid- 1990s) and the post-adjustment period, with an acceleration of the degradation of exchange terms during the second period. Finally, a global analysis of the evolution of farmer’s income, according to the output/input price ratios, showed a decrease in farmer’s income, in particular the producers of traditional products.
