Since 1984, Jordan has adopted an agricultural policy consistent with the economic policy. Vegetable policy was no exception. Decisions concerning cropping pattern were left for farmers and market forces. Government role was confined to extension and supervision on how to direct and utilize available resources. This policy led to fluctuations in quantities produced with consequent surplus in some vegetables and deficit in others. The government was, therefore, called to intervene and organize production. Despite the government understanding of the problem, the measures taken to adjust this equilibrium, are still far fetched. This is due to the discrepancies in production and consumption decisions on taking resource costs into consideration and inability to correct consumption patterns towards the interests of commodities produced under plastic houses. This paper is therefore, an attempt to analyze the whole structure of utilizing resources and consumption pattern trends in order to achieve resolutions useful for adjustment or correction of the structure in the field of vegetable production
