Rice commodity flow in the Bicol region [Philippines]

This study was conducted to trace the marketing flow of rice in the Bicol Region [Philippines] for the wet season of 1986. Also, it sought to quantify the extent of participation of the various intermediaries in the marketing system to provide information as to which of these outlets the introduction of mechanical dryers is most viable. The average marketable surplus of respondent-farmers represented 55 percent of their gross harvest. Their most preferred market outlet were the miller-traders, followed by wholesaler-retailers, absorbing 45 percent and 27 percent of the marketed output, respectively. In terms of buy-and-sell activities performed by each marketing unit for both palay and rice, the miller-traders had the biggest in volume and the greatest number of outlet, thus, economics of scale in the use of these dryers would most likely be achieved by miller-traders than the other types of market channels. If the introduction of mechanical dryers is deemed to benefit primarily the farmers, then millers-traders are the most viable component which could justify its adoption. Major problems cited by the respondent-farmers were very low price of palay; arbitrary "reseko" [the amount deducted from the selling price when palay is wet] imposed by indiscriminate traders, limited procurement activities of the NFA; delay of payments by the NFA [National Food Authority]; and high transportation cost.
