This is the report of the study undertaken on the Negril and Black River Lower Morasses, the two largest wetlands in Jamaica to evaluate the potential resources and present plans with details of how these resources may best be used. Optimum utilization of the areas is founded on the principle that they should be restored, preserved and managed as wetlands with high environmental value. Activities considered were fuel and horticultural peat mining, finfish, shrimp, crocodile, turtle and duck farming as well as tourism. Other forms of wetland utilization discussed were biomass production, forestry, handicraft materials, rice and vegetable production. Ecological considerations included measures for improvement of shrimp production, preservation of endangered species and making the wetland attractive as a national park. It was noted that the economically feasible way to save the lower Morass as a wetland was by mining of fuel peat.
