CIMMYT's Wheat Program is evolving slowly, as are the national agricultural research systems (NARSs), its clients. CIMMYT is moving towards more strategic medium-term research as stronger NARSs take up the type of activity we used to concentrate upon. Nevertheless, there are still many very weak NARSs, and they need the more traditional type of collaboration with CIMMYT. The challenge is to balance these two demands. In all of this, CIMMYT is a partner with the NARS and depends upon and is appreciative of their collaboration in this ongoing endeavor to meet developing world wheat demands
