Communication roles of five categories of extension agents and three types of local leaders to Masagana 99 programme were studied. Data were collected from 110 rice farmers under the programme in its sixteenth phase. Five barrios were purposively selected from Bay municipality in Laguna province of Southern Tagalog region. Analysis revealed that the communication role indices of farm management technicians of the Bureau of Agricultural Extension (FMT(1)). Supervised credit technicians, plant pest control workers, agrarian reform technologists and farm management technicians of the National Irrigation Authority (FMT(2)) were 138, 87, 60, 57, and 30, respectively. Communication role of the FMT(1) was only labelled as satisfactory. The communication role indices of the Samahang Nayon leaders, Barongay Council members and municipal mayor were 158, 25 and o, respectively. The communication role index of other leader was, however, only 3. Further analysis showed that of the eight selected characteristics of the clients farm size, opinion leadership, cosmopoliteness and attitude toward M 99 programme were related to communication roles played by the professional leaders in the diffusion of IRRI rice message. However, only farmers' attitude toward M99 programme was related to communication roles played by the local leaders.
