Decision-making in the development of computerized knowledge utilization systems

The first hypothesis, promotional efforts as a factor that positively influence a person to use bibliographic type information services, was not supported by the findings. The second hypothesis on product quality was supported, as were the third (delivery system) and the fourth (pricing policy). When the components of the four factors tested were ranked according to the respondents' perceived importance of these to them in terms of accessing information, it was shown that the way as its quality were considered the most important components by the respondents. The second part of the study used the three factors that were found significant as guides in the development of the knowledge base on a small knowledge system on rice tungro virus (RTV) management. The expert system developed, which is ruled-based and interactive, gives recommendations and acts as a consultant on RTV to a user. Although the program works, it still needs to be further validated and improved upon. Conclusions drawn from the study point to the prevailing importance of bibliographic-type information services to users under present-day conditions, such that care must be exerted in incorporating those factors found to be significant in all stages of information system planning, design, implementation and evaluation to keep them as effective as possible. The study also showed the importance of the decision-making and value of information approaches as useful measures in looking at human behavior in so far as his use of information services is concerned. Finally, the experts system development effort showed the key role that could be played by information professionals in ensuring the quality of the knowledge base at the design and development stages of such systems.
