Managing the development of idle agricultural land in Peninsular Malaysia: problems and challenges

This paper seeks to highlight an aspect of the rehabilitation of idle agricultural land in Peninsular Malaysia, viz. the tackling of the problems and challenges involved in the rehabilitation effort. Based on the observations made during, the findings obtained from, extensive field research in all the eleven states of the Peninsula, it may be tentatively summed up that rehabilitation projects initiated by the government through its various related agencies generally exhibit three characteristics: (1) a sense of fragility regarding those projects executed or initiated by the extension agencies such as the Agriculture Department and the Farmers Organizations Authority; (2) a sense of artificiality for those projects executed by the land development agencies such as the Felcra; and (3) a sense of poverlessness regarding rehabilitation projects in securing a fool-proof coping mechanism. It may be interpreted that such weaknesses result from an administrative rather than a managerial approach to agricultural development in the country, a situation the socio-political intricacies of which are readily appreciated.
