The feature address of the 18th West Indies Agricultural Economics Conference noted that large farm operators are more attentive to technological innovations and the small operators are decreasingly able to make the necessary investments for new technologies. Small farms are constrained by the lack of information, financing, and skills in the use of technology that require intensive management. In the developed countries their is a problem of over production due to price policies that favour the farmers. Disincentives to agricultural production occur from efforts to keep the price of food for urban consumers low, and unreasonable protection of low income input industries, resulting in an increase in prices for inputs such as fertilizers, chemicals, seed, machinery and other inputs, also low output prices. Price assurance schemes is the main incentive identified for agricultural development. Concluded that failure to work toward a competitive and efficient agricultural and food sector will almost likely prolong economic stagnation and human misery.
