Land reform in Russia and the problems of its integration with world community

The problems of Russian agrarian and industrial complex (AIC) integration in world community, mainly in the limits of CIS and European Union are considered. The author believes that the specific character of agrarian and industrial manufacturing, its significant role in social and economic development calls for special regulations and norms to form a common market. Four major aims should be kept: - preservation and further labour division between the states producers of agricultural products based on natural and economic conditions in the interests of the states-participants of the agreement; - development and supporting of the acceptable price level to provide the main part of the population with foodstuffs and as a result of it raising its solvent demand; - stabilization of local national markets of agrarian products and foodstuffs, protection of its interests at the world market; - acceleration of scientific and technical progress development and technical equipment of agrarian and industrial manufacture, raising the competitiveness of CIS countries products at the world market. When Russia joins the world Trade Organization special commitments for AIC should be taken for the term of 7 years and the Russian export discrimination should be eliminated
