The Sugar Regime is an integral part of the Common Agriculture Policy (CAP) of the EU. Created in 1968, the Sugar Regime enabled the European beet sugar sector to become one of the best performing sugar producers in the world. This is particularly true for the Belgian beet-sugar sector as is shown by the figures. The article positions the Belgian beet-sugar sector within the Belgian agro-food industry and in comparison with the European beet-sugar sector. The future of the beet-sugar sector is however threatened from within and from outside Europe. Household, industrial and third country (export) demands are subjected to reductions, if certain trends and policy proposals are confirmed. A number of these policy proposals are built on criticisms which however can be countered. The article makes an inventory of the most heard criticisms and develops the counter arguments. Finally, we can not stress enough the advantages of the Sugar Regime: continued dynamism of the beet-sugar sector, the need for beet sugar, a sufficient, qualitative, stable and safe supply (just in time), sustained rural development, autofinanced export restitutions, development aid through access of ACP sugar, price stability, flexible and efficient to control. Once understood, the Sugar Regime is one of the best tools to built an efficient agro-industrial sector in Europe.
