The research was conducted at Jayapura and Merauke (Irian Jaya) on irrigated lowland rice (F.Y. 1998/1999) started from March 1998 to April 1999 at Muara Tani (Jayapura) and Merauke sub District. The site were selected based on irrigated lowland ecosystem. The objective are to analyze the contribution of production factor (input production) needed to increase on farmers income and to identify of farm management constraints at farmers level. Research indicated that the labor cost has a great contribution improving farm management (32-40 percent). These means that from the total revenue that gained by farmers was absorbed of 32-40 percents for labor cost (dry and wet planting seasons). The main constraints for development rice and secondary crop on lowland area were: lack of knowledge, capital and skill. Such constraints can be overcome by guidance and extension
