Study was conducted, based on technical approach, by using visual interpretation of Landsat TM image acquired on December 16, 1987 and January 20, 1995. 14 land use categories were derived and they were then stored in ARC/INFO GIS System for spatial database management. The system of which the data can be easily corrected and updated. The results of land use change during 1987 and 1995 reval that mangrove areas of 1987 and 1995 are 5,090.40 rai or 5.80 percent and 4,104.08 rai or 4.68 percent, respectively. Mangrove area is therefore decreased 986.32 rai or 1.13 percent during 8 years while that of shrimp farm is increased 2,743.04 rai or 3.12 percent. Gabage disposal area was found 53.30 rai or 0.06 percent in 1987 and 426.30 rai or 0.48 percent in 1995. Deteriorated mangrove is increased 0.76 percent. Forest, and mixed forest/rubber plantation are decreased 376.50 rai or 0.43 percent and 2,422.59 rai 0.43 percent or 2.76 percent respectively. Urban areas of 1987 and 1995 are 5,496.13 rai or 6.26 percent and 14,488.88 rai or 16.50 percent respectively. It is therefore increased 8,992.75 rai or 10.24 percent. Such information was compiled as the coastal resource spatial database. Proposed guideline for coastal resource planning were then derived by integration of the database with other relevant information. The guideline focuses on actual conservation and management in conservation zone and economic zone A, and rescession of the support policy on aquaculture in mangrove area. In addition, local people should participate in the conservation and management process.
