Formation of a favourable to regional development tax system in Latvia may be created through elaboration of a long-term competitive regional development policy and organisation of an adequate number of NUTS 2 level administrative regions. The regional reform should provide possibilities for balanced development all over the territory in Latvia and increase the welfare of inhabitants. It may be achieved only through introduction of an adequate tax system, containing the elaboration of a new state, regional and local government tax system. This system in its turn should be based on the development of a state, regional, and budget system. The regional reform in Latvia should contribute to dynamic economic growth in the country. The carrying out of this reform in a more effective way requires paying more attention to the study of experience of the EU and making use of its positive practical results.
