The Japanese government provides several opportunities in enhancing the manpower capability of developing countries such as the Philippines. This is done through sponsoring several scholarships for graduate degree and non-degree programs. Scholarships for graduate degree are offered by the Ministry of Education (Monbusho), the Japan Society for the Promotion of Science (JSPS), and JIC [Japan International Cooperation Agency]. The Monbusho scholarhip encourages BS [Bachelor of Science] and MS [Master of Science] graduates to pursue MS or Ph D [Doctor of Philosophy] degrees in a Japanese university. The JSPS, a government supported agency, provides the RONPAKU Fellowship (Dissertation Doctorate Program] for scientists who have already published several scientific papers in a specific field in international journals. Aside from providing non-degree trainings, JICA will also sponsor a degree scholarship for FY [fiscal year] 1999. The Japanese government through JICA also supports non-degree programs such as group training, counterpart training, and Friendship Program for the Youth. The Japan International Research Center for Agricultural Sciences (JIRCAS) also sponsors collaborative programs for interested agricultural scientists
