[Scientific approaches to the rational soil management under conditions of the agrarian reform]

Approaches are considered to the rational soil management under conditions of the agrarian reform in Ukraine. The average level of ploughness of the agricultural soils in Ukraine is stated to stand at more than 81 %. Such a high level of ploughness was not typical of the USSR period. The developed countries of the world have never had such level of ploughness. The high level of the agricultural soils' ploughness caused worsening of the soils' quality, recession of animal husbandry, and ecological disbalance. To change the situation a complex approach to soil management is to be involved. Scientific and technical, as well as political, social, economic, energetic, material and technical, and ecological conditions should be taken into consideration. The following scientific approaches are suggested: the reduction of soils under cultivation up to 10 million hectare and its conversion to the natural forage crops lands, including 2 million hectare under forestation. The next step is the conversion to the natural forage lands and forestation of the tilled lands of the hydrographical reserve. The last category of the soils that is in need to be taken out from the tillage is the saline soils. Introduction of the legislative framework while carrying out the land reform is stated to be neccessary. To avoid soil degradation and to introduce the rational soil management it is important to reduce the arable area, and to concentrate energy on more fertile flat land, as well to provide the fertility conversion and recreation, and to produce competitive products of plant and animal production
