Global competitiveness of rice-vegetable farming systems: implication to Philippine food security

The study was undertaken to determine the profitability, cost efficiency, competitive advantage and impact of government policies of different Rice Based Vegetable Farming Systems in the Philippines. The study utilized the farm budget approach (cost and return analysis), the Domestic Resource Cost (DRC) Approach and Nominal and Effective Protection Rates (NPR and EPR) indicators to determine the needed efficiency coefficient. Results show that except for corn, mungbean and peanut, all the surveyed commodities had significantly higher profit levels than rice in both farm and wholesale levels. Two scenarios were assumed by the study; export promotion and imports substitution. Findings under the export promotion regime indicate RCR values greater than (non-competitiveness) for monocrop rice, rice-corn, rice-garlic, rice-mungbean, and rice-peanut while for commodities such as onion, tomato, eggplant, cabbage, and cauliflower, RCR values were less than 1 indicating competitiveness. On the other hand, except for garlic, peanut, and mungbean, most of the surveyed commodities were globally competitive under the import substitution scenario. NPR and EPR protection rates indicate prevalence of positive output and input price protection for most commodities. Thus, most of the surveyed commodities especially rice and corn had higher domestic price vis-a-vis their corresponding world prices
