Municipal land problem in parishes

The reform of ownership and property rights has been a central element already last 11 years. Today, roughly two third of Estonian land base are registered into the land cadastre. The analyses, done at the beginning of this year has shown, that there are lot of municipalities (in parishes 30-50 per cent) in Estonia which haven't municipal land. For example in Viljandi county, there are only 7 parishes which have municipal land from 14, and in Tartu county 14 parishes have municipal land from 19. The current paper try to concentrate of municipal land problem in parishes
