The need for land use and conservation policy in Tigray: issues to be addressed

In Tigray, as in many parts of Ethiopia, agriculture is still the main user of land and water resources. Government policies and the actions of poor farmers (who give priority to subsistence) have often combined to degrade the land resources of the region which threaten future livelihood. Policies, not simply because they are understandable from the view point of environmental concern, should be practiced as a primary gateway to development activities. In Tigray, as in many other regions in Ethiopia, there is very scarce information and account of the land resource conditions. What little information there is mostly a qualitative description often reported in various document formats and scattered in different sector bureau. Planning, based on geographically and digitized land information, is the minimum prerequisite for effective preparation of land use of the regions and for conservation policy. This paper discusses some of the issues deserving attention in preparing land use and conservation policy of the region. The paper concludes by strongly emphasising the need for a detailed land resource database for the region.
