[Prospect of cassava development supporting agroindustry and farmer's income]

Prospect of cassava development supporting agroindustry and farmer's income is discussed by reviewing and closely looking at the research findings and secondary data on the potency of cassava production, result cultivation/agroindustry and marketing, related institutes from the farmer level until the final consumer through the agrobusiness approach. The research finding indicated that prospect of cassava development got a greater opportunity because it was not only use as foodstuffs, but also as cattle food and industry. The needs of cassava consumption was about 60 percent from the national production and the rests were 40 percent for the needs of industry, export and cattle food. The use of cassava in agroindustry at a middle or even large scale was able to yield varied products, such as tapioca powder, liquid sugar, alcohol and cassava pellet. In South Sulawesi the production output of tapioca powder (1996-1997) under the command of PT Perkebunan Nusantara XIV (Persero) Ujung Pandang amounting 31,578 tons, a part of the output was exported (66.66 percent) and the rests (33.34 percent) for domestic market. In accordance with the mission of PT Perkebunan Nusantara XIV (Persero) to support the corporation target, it was decided to get the target for the large area of core gardening plants and plasms, from 1997-2001, namely 1,900 ha until 11,000 ha with productivity of the core gardening plants: 20-40 tons/ha and plasma approx 20 tons/ha. The farmer's income from cassava who was planting in multiple cropping (Rp. 5,896,250) was higher compared with planting in monoculture (Rp. 12,373,150). Prospek pengembangan ubikayu menunjang agroindustri dan peningkatan pendapatan petani diketahui dengan menelusuri serta mereview hasil-hasil penelitian dan mengumpulkan data sekunder yang menyangkut potensi produksi ubikayu, pengolahan hasil/agroindustri dan pemasaran, lembaga terkait mulai dari tingkat petani sampai pada konsumen akhir melalui pendekatan agribisnis. Hasil penelitian menunjukkan bahwa prospek pengembangan ubikayu mempunyai peluang yang sangat besar karena tidak hanya digunakan sebagai bahan makanan, tetapi juga sebagai pakan ternak dan industri. Kebutuhan ubikayu untuk konsumsi sekitar 60 persen dari produksi nasional, 40 persen untuk keperluan industri, ekspor dan makanan ternak. Penggunaan ubikayu dalam agroindustri pada skala sedang maupun skala besar dapat menghasilkan berbagai produk seperti: tepung tapioka, gula cair, alkohol dan Pellet (ampas ubikayu). Di Sulawesi Selatan hasil produksi tepung tapioka yang berada dibawah kendali PT Perkebunan Nusantara XIV (Persero) Ujung Pandang tahun 1996-1997 sejumlah 31.578 ton, sebagian besar diekspor (66,66 persen) dan selebihnya (33,34 persen) untuk pasar domestik. Sesuai dengan misi PT Perkebunan Nusantara XIV (Persero) Ujung Pandang untuk mendukung pencapaian sasaran korporasi maka ditetapkan sasaran luas areal tanaman inti dan plasma pada tahun 1997-2001 yaitu 1.900 ha menjadi 11.000 ha dengan produktivitas tanaman kebun inti yaitu 20-40 ton/ha dan plasma yaitu kurang lebih 20 ton/ha. Pendapatan petani yang menanam ubikayu secara monokultur (Rp. 2.373.150,-) lebih rendah dibanding jika menanam secara tumpang sari (Rp.5.896.250,-) untuk memenuhi target perluasan areal tanam pihak perusahaan sebaiknya mempertimbangkan harga yang layak bagi petani sehingga pendapatan petani dapat lebih tinggi, terutama jika petani menanam secara monokultur dalam hal ini sebagai petani plasma
