Participation of Protected Area Management Board (PAMB) in protected area management in the Philippines

This study is based on the assessment of several Protected Area Management Board (PAMBs) established after the NIPAS [National Integrated Protected Areas System] Act was enacted in 1992. The study focused on whether the PAMBs are effective in discharging their duties and responsibilities, and whether its creation has contributed to the effective management of protected areas (PAs) in the country. The assessment provides answers whether PAMBs contributed to the sustainable management of the country's PAs and whether they help in the effective protection and conservation of biologically important resources. Moreover, the assessment focused on the participation of PAMB members in the implementation of various activities under seven major PA management strategies namely: 1) ecosystems management, 2) PA protection and law enforcement, 3) tourism and visitors management, 4) community relation and information campaign, 5) financial sustainability, 6) institutional development, and 7) research and monitoring. Data gathering used a combination of survey and non-survey techniques. Seventy-eight randomly selected PAMB members were interviewed representing seven PAs in the country. Field observations and secondary data and information solicited from personal interviews from field offices of the Department of Environment and Natural Resources (DENR) [Quezon City, Philippines] and local government units augmented the data generated.
