The successful implementation of various developmental and welfare plans of the Government mostly lies with the conscientious attitude of the Government Employees at the grass root levels. Further, it becomes more challenging while dealing with the illiterate and simple villagers with little awareness and much disinterest that they show towards the schemes. This paper tries to analyze the attitude of the Government Employees working in rural areas towards the ruralites and finds the detachment from caste/tribe affiliation in helping the villagers. However, the eliteþs remain as the stumbling block in certain cases.
