Governance constraints to sustainable rice productivity in the Philippines

Since the early 1980s, growth in rice production in the Philippines has been quite slow. The rate of growth in rice productivity in particular, and int he country's agricultural sector in general, has also lagged gehind much of Asia. Political instability has contributed to the disappointing performance of the Philippines in food security and agricultural and rural development over the past 20 years. This paper outlines the effects of political and bureaucratic instability on the formulation and implementation of government policy and support programs for food security and agricultural productivity, particularly for rice.
